The City People's Committee assigns heads of departments, branches, and sectors; Chairmen of People's Committees of communes, wards, and special zones; heads of public service units and socio-political organizations, and competent social organizations to issue decisions allowing cadres, civil servants, public employees, and workers (CBCCVC-NLD) of their units to go abroad for personal reasons, and at the same time send them to the Department of Foreign Affairs for coordination management.
The above units, together with 100% charter capital state-owned enterprises and state-owned enterprises represented by the People's Committee of Da Nang City, must submit to the Chairman of the People's Committee for approval and issuance of a decision allowing civil servants, public employees and related subjects to travel abroad according to their authority.
In case of going to work, managers and inspectors at State-owned enterprises, representatives of State capital, and positions appointed by the Chairman of the City People's Committee must comply with the authorization decision of the Chairman of the People's Committee. The sending of people for training and fostering abroad is carried out in accordance with Decisions No. 15/2018/QD-UBND and 48/2023/QD-UBND.
For positions under the management of the Standing Committee of the City Party Committee, the regulations of the City Party Committee shall apply. Do not send employees to work abroad more than twice a year (except in special cases). Do not arrange 2 key leaders to join a delegation.
The working group must not exceed 10 people if the group leader is a leader of the City Party Committee, People's Council, People's Committee; no more than 7 people if the group leader is a deputy; no more than 5 people for interdisciplinary groups at the department, branch, and local level. The time to visit each country is not more than 3 days (in special cases, up to 5 days); each trip is not more than 3 countries and you should choose water near each other to save money.
Do not use the State budget for trips organized by businesses or for a long time; do not organize tours or tours abroad. Units strictly manage diplomatic and official passports according to the 2019 Law on Immigration.
