Efforts to accompany local workers

To further improve management efficiency, Ms. Huyen Tam expects the city to continue to promote investment in digital infrastructure, synchronize data and reform substantive administrative procedures, and at the same time clearly decentralize to maintain grassroots stability and serve the people better and better.
Flexible human resource arrangement plan
At a meeting with voters in early May, Da Nang City Party Secretary Le Ngoc Quang emphasized the urgent requirement to improve the quality of grassroots cadres. The city will comprehensively review, transfer, and rotate to thoroughly remove the imbalance in personnel arrangement, "some places are surplus, some places are short" and overcome the situation of cadres "sitting in the wrong places".
To realize this policy, Da Nang has officially issued a plan to allocate 58 targets for recruiting non-specialized forces into the administrative apparatus. Recruitment positions cover essential areas such as internal affairs, finance, education, health, labor - salary, land administration - construction. Reception needs are concentrated in areas such as Hoa Khanh ward (12 targets), Nam Giang commune (7 targets) and Dak Pring commune (5 targets).
The subjects of consideration are non-specialized commune-level workers before July 1, 2025, currently supporting the new political system or participating in positions in villages and residential groups. To ensure the spirit of "the right person, the right job", candidates must have 5 years or more of service, have compulsory social insurance contributions and appropriate expertise. The specialist position requires a university degree of 5 years or more. The dossier receiving time takes place within 3 working days and the question-and-answer examination must be completed immediately in the second quarter of 2026.
Previously, the Department of Home Affairs also proactively guided localities to develop personnel arrangement plans in 3 flexible directions before the milestone of 31.5. In addition to considering transferring to civil servants for those who are eligible, localities will carry out procedures to sign labor contracts according to new regulations, prioritizing people with appropriate experience. The remaining cases will be introduced to be elected to hold non-specialized positions in villages and residential groups according to the new scale after arrangement.
At the same time, Da Nang also resolves satisfactory regimes for those who wish to resign to enjoy the staff streamlining policy. From July 2025 to now, functional agencies have approved the list of resignation according to Decree No. 154/2025/ND-CP for 2,135 cases. The Department of Home Affairs has finalized the deadline for receiving review dossiers to ensure progress and smooth operation of the administrative apparatus.
