On March 20, Da Nang City People's Committee said that Chairman of the City People's Committee Pham Duc An signed Official Dispatch No. 1845/UBND-TH, requesting Directors of departments, agencies, branches, Chairmen of People's Committees of communes, wards, and special zones to focus on advising on handling key tasks in the coming time.
In which, for contents under the authority of the City People's Committee, simple contents, implemented according to current regulations, assign the Office of the City People's Committee to preside over and coordinate with relevant departments and branches to carry out procedures to collect opinions from members of the City People's Committee.
Contents with different opinions that need to be discussed for consensus and contents to be submitted at the City People's Council session: The Office of the City People's Committee shall preside over and coordinate with relevant departments and branches to clearly state issues with different opinions, state the Office's views in the submission form and report to the leaders of the City People's Committee in charge to seek opinions for reporting at the City People's Committee meeting for consideration and decision.
It is requested that heads of departments, boards, and branches, when resolving work under their authority related to the functions and tasks of other agencies, must consult with the head of that agency and then implement it in accordance with the Working Regulations of the City People's Committee.
If after the deadline, the head of the agency consulted does not respond or is slow to respond in writing, it is considered to agree with the content of the opinion request and must bear personal responsibility before the City People's Committee and the Chairman of the City People's Committee.
The opinion-gathering agency is responsible for summarizing and reporting to the City People's Committee and the Chairman of the City People's Committee at the regular City People's Committee meeting on the responsibilities of agencies that do not respond or are slow to respond.
Heads of departments, boards, and branches are responsible for resolving requests from the People's Council and People's Committee of communes according to their authority and must respond in writing within a working day for cases that do not require additional opinions from departments, boards, branches, and other relevant agencies or not more than 15 working days in cases where additional opinions from other relevant agencies are required from the date of receiving the request document; except for handling unexpected and urgent issues, they must respond early according to the request.
After the above deadline, if the agency consulted does not respond or responds late, the Chairman of the People's Council, Chairman of the Commune-level People's Committee shall report to the Chairman of the City People's Committee to direct the responsible agency to resolve. In case of resolving complex and prolonged backlogs, the resolution time may be longer, but it must be reported to the City People's Committee for monitoring.
