The Department of Agriculture and Environment (DONRE) of Da Nang City has provided detailed information on the handling of voters' petitions on the Da Nang comments portal related to Hiep Dai Hung Company Limited at An Chau clay mine (Hoa Phu commune, Hoa Vang district) on July 1.
According to voter Nguyen Phan Bon, after the mining license expired in June 2023, Hiep Dai Hung Company moved the machinery but left the scene in disarray. This enterprise has not yet returned its land, has not returned its residential roads and has not paid support to 18 households who lost their production land, making the agricultural landslide situation increasingly serious, causing prolonged frustration.
Regarding the response of the Department of Agriculture and Rural Development, this unit said that the process of urging businesses to fulfill their responsibilities encountered many difficulties. Although the Department of Natural Resources and Environment (TN&MT) has previously issued many documents requesting, the company is still delayed.
Notably, on December 2, 2024, Hiep Dai Hung Company issued a written response stating that "The Company has gone bankrupt and the Company is currently undergoing bankruptcy procedures". In response to this move showing signs of avoiding responsibility, the Department of Planning and Investment had to intervene and issue a warning on the National Enterprise Registration System to temporarily prevent the company's dissolution.
After many times of non-cooperation, even not attending a meeting invited by the authorities, it was not until the working session on May 22, 2025 that Hiep Dai Hung Company officially committed to editing and completing the mine closure project dossier to submit to the City People's Committee for approval.
The Department of Agriculture and Rural Development affirmed that if the company does not comply with its commitment, the Department will consider and handle administrative violations of the mine closure obligation according to Decree 36/2020/ND-CP. At the same time, the Department will recommend the City People's Committee to handle the act of delay and consider not allowing this organization to participate in any other mineral exploitation project in the future as prescribed in the Law on Minerals.
