On the morning of November 11, at the 4th Session (Special Session) of the 10th Da Nang City People's Council, term 2021-2026, many delegates discussed the work of storm and flood prevention in Da Nang in recent times.
According to delegate Nguyen Hao - Secretary of the Party Committee of Dai Loc commune, in the recent past, there has been a period of heavy to very heavy rain in the city, causing the water level on the rivers, especially Vu Gia and Thu Bon, to rise very quickly, 1.8m above alert level 3, reaching the flood peak in 2009. The downstream localities of the rivers are flooded very deeply and completely isolated.
"In that situation, the city leaders and relevant agencies have given strong and timely instructions in responding to and promptly overcoming the consequences caused by the flood," Mr. Hao informed.
However, according to Mr. Hao, there are some shortcomings in the implementation. Widespread and prolonged flooding with rapidly rising water flows in localities such as Dien Ban, Dai Loc, Duy Xuyen, Hoi An, Nong Son, whether or not hydropower plants are responsible for operating reservoirs is not in accordance with the 1865 Decision of the old Quang Nam Provincial People's Committee and other relevant agencies.
Mr. Hao suggested that the City People's Committee in the coming time direct hydropower reservoirs to focus on releasing water, lowering the water level of the reservoir to the lowest flood prevention level before the time of heavy rain as forecast, in order to maximize flood prevention capacity.
"Regarding the "four on-site" motto, it is recommended that the city pay attention to equipping small rescue vehicles such as boats and mini canoes for communes and wards to be able to respond promptly when the water rises rapidly and flows rapidly. The city's major vehicles will support outpatient routes, transit people to safe places and medical facilities," Mr. Hao emphasized.
In addition, Mr. Hao also suggested that the city direct information orientation on social networks, avoiding allowing false information flows to affect the spirit and efforts of the government and functional forces in relief work, helping people overcome the consequences of natural disasters.
Commenting on the recent flood situation, delegate Phung Thi Thuong said that the current damage caused by storms and floods in mountainous areas, especially Nam Tra My commune, is very serious.
Although the locality has fully developed response scenarios, in reality, storms No. 12 and 13 and the heavy rain on October 26-27 caused unpredictable landslides, paralyzing traffic, many villages were swept away, hundreds of houses were damaged and collapsed. Nam Tra My alone estimated the total damage at more than VND1,000 billion, of which the locality proposed emergency support of about VND350 billion.

Regarding the work of overcoming the consequences of natural disasters, delegate Bhling Mia suggested that the city allow more flexible mechanisms for local authorities, especially mountainous communes, to be proactive in terms of means, finance and emergency investment, instead of having to wait for long approval.
He emphasized the need to soon supplement domestic water sources for schools and residential areas, because many places are currently seriously lacking after floods.
The delegate proposed the establishment of a working group of city leaders to directly work with mountainous localities, directing the review, planning, and emergency relocation of residents in areas at high risk of landslides, to ensure the safety of people's lives and property in the upcoming storm season.
