Speaking at the opening of the session, Mr. Nguyen Duc Dung - Chairman of the People's Council of Da Nang City said that after more than three months of operation, the two-level local government organization model in the city continues to reap many positive results, state management activities have been implemented basically smoothly and effectively.
Administrative reform and digital transformation are promoted, the investment and business environment continues to improve, the quality of service for people and businesses is constantly improved; the role, responsibility, and proactiveness of grassroots governments are enhanced, contributing to strengthening people's trust.
"However, the recent complicated and prolonged flood situation has caused a lot of damage in localities in the city, greatly affecting people's lives and socio-economic development tasks.
In addition to the efforts to direct and respond promptly by all levels and sectors, reality also shows that there are still shortcomings and limitations in coordination, assessment of the situation, organization of implementation and policy response at some levels and at some stages; especially in handling situations arising at the grassroots level...
That reality requires the city government to continue to improve institutions, promote decentralization and delegation of power, consolidate resources for grassroots governments and have timely and practical mechanisms and policies to support people, Mr. Dung emphasized.
On that basis, the 4th Session (Special Session) will review and give opinions on 16 reports, submissions and draft resolutions on the fields of finance, budget, organization, staffing, improving the investment and business environment.
In particular, it will consider allocating central resources to increase bonuses exceeding the 2024 budget revenue estimate to supplement resources for development projects, create momentum to promote growth and enhance competitiveness.
Decide on the use of revenue from carbon credit transactions for programs and projects to respond to climate change, develop a green economy, digital economy, and circular economy in the city. Considering adding regular operating support funding to the commune level in 2025 after the arrangement of administrative units and the implementation of two-level governance.
The decision applies a refund of the fee of 0 VND for online business registration documents, supplementing capital entrusted through social policy banks to support production recovery, job creation, and stabilizing people's lives in areas affected by natural disasters and floods.
At the same time, the meeting will also consider and supplement the number of labor contracts for performing professional and technical work according to Decree 111 of 2022 of the Government at public education and training units in the city for the 2025-2026 school year.
Issue policies to support cadres, civil servants, public employees and workers directly affected by the arrangement of administrative units to work at the new administrative center. Consider the level of support for people working outside the payroll quota at associations assigned by the Party and State at the provincial or district levels before July 1, 2025 to be affected by the implementation of the reorganization of the apparatus and administrative units at all levels.
Adjust, supplement, consider and decide on other issues under the authority to ensure the consistency of the legal system, in accordance with management practices and development requirements of the city.
