At the meeting, many delegates questioned the Ke Go lake overflow process during the recent flood: whether or not the regulation of overflow caused great flooding downstream? Currently, the whole province has 44 unsafe reservoirs, so what solutions can be taken in a timely manner to ensure the safety of life and property for people in the downstream area?
Mr. Le Ngoc Huan - Director of the Department of Agriculture and Environment of Ha Tinh - replied that during storms and floods, prevention is extremely important. In reality, good prevention will limit damage caused by natural disasters.
Regarding the spillway discharge process, the water regulation in Ke Go Lake has been recently implemented by the management and operation unit in accordance with the approved process. Before releasing the spillway, the unit had fully notified the authorities and people in the downstream area to proactively respond and evacuate to ensure the safety of life and property.

In 2025, the overflow of dams in the area will be carried out seriously and according to procedures. In particular, many lakes have effectively participated in cutting floodwaters for downstream areas, especially Ngan Truoi - Cam Trang lake," Mr. Huan affirmed.
Regarding solutions, Mr. Huan said that it is necessary to dredge the reservoir to increase water storage capacity; increase afforestation and protect upstream forests to limit the impact of natural disasters; regulate reservoirs appropriately to both ensure irrigation for agriculture and cut floodwaters for downstream during the rainy season.
Regarding the cause of flooding downstream, partly due to silting in some rivers, which hinders the flow. Therefore, it is necessary to increase dredging and clearing the flow to improve the ability to drain floodwaters.
Currently, Ha Tinh province has proposed that the Government allocate more than VND 5,700 billion to implement projects to ensure the safety of dams and increase flood drainage.
In the immediate future, when the Central Government has not yet allocated funding, Ha Tinh province will proactively overcome the situation within its capacity, temporarily reinforcing and repairing degraded and unsafe dams using the province's budget.
The Director of the Department of Agriculture and Rural Development of Ha Tinh also admitted that the province's flood map is currently limited. The Department is advising the Provincial People's Committee to build a new flood map and apply digitalization so that when people access Google, they can grasp the level of flood and the extent of impact on residential areas. This helps people be more proactive in responding to and preventing natural disasters and floods.
