The Law on Savings and Combat Wastefulness consists of 6 chapters and 38 articles. Compared to the current Law on Practicing Thrift and Combating Wastefulness in 2013, the new Law changes its name to "Law on Thrift and Combating Wastefulness", effective from July 1, 2026.
According to the Government, the removal of the word "practic" is to demonstrate the urgency and determination in the current context. Savings and combating waste are not just a simple "praction" but must become a mandatory regulation, a social ethical standard and a decisive factor for the country to enter a new era.
The law has some outstanding new points in its content. Accordingly, the National Assembly chooses May 31 every year as the National Day for Thrift and Combat of Wastefulness and the Government will specify in detail the organization and implementation.
The new law also clearly stipulates the provision and handling of waste detection information, protecting those fighting waste. Accordingly, the head of an agency or organization that receives information about waste is responsible for receiving, processing, and handling information about waste detection according to the provisions of law on denunciations, laws on citizen reception, and relevant laws; in case of waste occurring, it must be prevented and remedied promptly.
The head is also responsible for handling according to authority or submitting to competent authorities to handle violations and publicize the results of handling; explain to competent authorities about the waste according to regulations.
The inspection, examination and investigation agencies, the People's Procuracy, and the heads of the direct superior agencies, when receiving information about waste, are responsible for directing and organizing clarification according to their functions and tasks, preventing and promptly handling according to their authority or recommending competent authorities to handle according to the provisions of law.
Anti-waste fighters and their relatives are protected according to the provisions of law. In which, they are compensated according to regulations when the competent authority does not apply protective measures or does not apply them in a timely manner, causing damage to life, health, property and spirit.
Taking advantage of the fight against waste to slander agencies, organizations and individuals; using violence, causing pressure, slander, isolation, insulting or violating the legitimate rights and interests of those fighting against waste and their relatives will be strictly prohibited.
Illegal acts of violating houses, residences, occupying, destroying property, insulting dignity and honor; taking revenge or hiring, asking, or inciting others to mentally threaten, taking revenge on those fighting against waste and relatives are also strictly prohibited.
Other prohibited acts are discrimination, setting criteria, conditions, comments, and assessments that cause disadvantages in personnel work, rewards, and discipline of those fighting against waste and relatives; rotation, transfer, and secondment of people fighting against waste while handling the case.
Regarding inspection, supervision of thrift and combating waste, the law stipulates clearly to ensure clarity in organization and implementation. This is identified as a regular task of agencies, organizations and units.
The inspection will include: The situation and plan for organizing the implementation of the National Strategy on waste prevention and control; the disclosure of savings and combating waste; the implementation of standards, norms, and regimes in each field according to the provisions of law...
The inspection will review, evaluate, conclude, and recommend handling by the inspection agency for the implementation of policies, laws, tasks, and powers related to thrift and combating waste of agencies, organizations, and individuals according to the order and procedures prescribed by the inspection law.
