On the morning of July 15, within the framework of the fifth session (regular mid-2026 session), the 17th Hanoi City People's Council, term 2026-2031, held a question-and-answer session.
The City People's Council has selected 2 groups of areas including: Re-questioning food safety associated with the implementation of semi-boarding meals for students in Hanoi City after implementing the two-level local government; questioning the resolution of bottlenecks in urban flooding in the city.
At the question-and-answer session, delegate Nguyen Van Thuong (delegate group No. 12) said that in fact, the situation of using pesticides not in accordance with regulations, not ensuring isolation time, and posing many food safety risks occurs in agricultural production areas in the city.
This shows that management and supervision at the grassroots level still have many loopholes.
The delegate requested the Director of the Department of Agriculture and Environment to state the causes, responsibilities, and handling measures in the coming time. When can this situation be stopped and when will people no longer worry about pesticides?
Next, the delegate reiterated the content of the questioning at the mid-2025 session about the situation of using pesticides not in accordance with regulations in Phuc Loi ward. Although the issue has been pointed out and requested to be remedied, after more than a year, violations still continue.
Carrying pesticide packaging in the hall, delegate Nguyen Van Thuong stated: "In my hand are packaging of pesticides that people left behind at the scene after using them. This is an image that makes me very concerned.
The delegate requested the Chairman of Phuc Loi Ward People's Committee to inform him, after the 2025 question-and-answer session, how many directing documents the ward has issued, how to develop implementation plans, how many production facilities have been inspected, and how violations have been detected and handled.
The delegate also asked why the shortcomings that were warned from the 2025 session have not been thoroughly overcome, the responsibility of local authorities, and when this situation will end.
Answering questions, Ms. Nguyen Thi Thanh Hang - Chairwoman of Phuc Loi Ward People's Committee - said that the locality has received the opinions of delegates and recognizes the responsibility of the ward in managing the area.
According to Ms. Hang, currently in the ward, there is only a small part of agricultural land with about 30 agricultural households growing vegetables on family's agricultural land, which is "self-produced, self-consumed". The ward does not have a large-scale concentrated vegetable production area.
From 2025 to the end of the first 6 months of 2026, the ward has issued 10 notices, implemented 12 propaganda articles, 9 guiding documents; and closely coordinated with the Plant Cultivation and Protection Station to guide people to use pesticides in accordance with regulations.
For about 30 households engaged in agricultural production, the ward has organized meetings and directed guidance on the process of using pesticides; disseminated the list of drugs allowed to be used and requested people not to use drugs outside the list.
However, before the reflections and images raised by delegates at the question-and-answer session, the Chairman of Phuc Loi Ward People's Committee said that the locality seriously received and determined that this is an issue that needs to be focused on handling in the coming time. The ward will strengthen inspection and management, and at the same time strictly punish violations to limit recurrence.
