The Office of the Ho Chi Minh City People's Committee has just announced the conclusion of Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong at a meeting on overcoming traffic congestion in the area.
Currently, Ho Chi Minh City has 336 points at risk of traffic congestion, of which 186 points are at high risk, mainly concentrated in the central area and gateways to the city such as: National Highway 13, Binh Trieu 1 Bridge, Phu Cuong Bridge, National Highway 1, National Highway 51, National Highway 22, An Phu intersection, Cat Lai Port, Binh Duong Port...
The main reason is determined to be increased vehicle traffic and freight transportation demand, while infrastructure has not kept up with the development speed.
The Ho Chi Minh City People's Committee requested the Traffic Construction Investment Project Management Board and the Binh Duong Traffic Project Management Board to have solutions to compensate for the delayed projects.
The An Phu intersection must complete the N2 bridge branch (for vehicles turning right from the Ho Chi Minh City - Long Thanh Expressway to Mai Chi Tho Street) before December 31, 2025 and the HC1-02 underpass (connecting the Ho Chi Minh City - Long Thanh Expressway with Mai Chi Tho Street) before January 15, 2026.
The An Phu intersection has a particularly important position and role in connecting traffic between the eastern provinces and Ho Chi Minh City. However, the project implementation progress is still slow compared to requirements. The project started construction at the end of 2022, with a total capital of more than VND 3,400 billion, and has been delayed many times, currently only reaching about 73% of the volume.

Ho Chi Minh City Ring Road 2 will start construction of section 1 (from Phu Huu Bridge to Vo Nguyen Giap Street, 3.5 km long) before November 15, 2025 and section 2 (from Vo Nguyen Giap to Pham Van Dong, 2.8 km long) before October 30, 2025. The total capital for these two sections is more than 13,800 billion VND, of which site clearance accounts for 8,600 billion VND.
Section 3 of Ring Road 2 (from Pham Van Dong Street to Go Dua intersection) is also required to be restarted in October 2025. This section is nearly 2.8 km long, with an investment capital of more than VND 2,700 billion, and started construction in 2017. The project has stopped construction since March 2020, when it only reached 43.8% of the volume.

Ho Chi Minh City Ring Road 3 must be technically open to traffic in the eastern and western sections before December 31, 2025.
According to the plan, 14.7 km through Thu Duc City before, 3 km through Binh Duong Province before (now Ho Chi Minh City) and 6.4 km in Long An Province before (now Tay Ninh Province) will be open to traffic on December 19, 2025.
On the same day, Ho Chi Minh City Ring Road 3 was also opened to technical traffic for a total of 41.4 km, including 32.6 km through Hoc Mon, Cu Chi, Binh Chanh before, 5 km through Dong Nai and 3.8 km through Binh Duong. It is expected that by June 30, 2026, the entire 76.3 km project will be officially completed.
My Thuy intersection will complete Ky Ha 3 bridge in 2025, Ky Ha 4 bridge and the remaining items before March 30, 2026, the entire project will be completed in June 2026.
This intersection project started construction in 2016, including two component projects: construction and installation with a cost of VND 1,826 billion and compensation and site clearance of more than VND 1,623 billion. After nearly 9 years of construction, the project has been delayed many times due to land clearance problems.
The city also directed the establishment of specialized working groups to handle congestion in key areas and routes such as: Ho Chi Minh City Center; Hanoi - Mai Chi Tho - An Phu intersection - Cat Lai port; Phu My - Vo Chi Cong bridge - Ho Chi Minh City - Long Thanh - Dau Giay expressway; National Highway 13 - Binh Trieu bridge; National Highway 22. National Highway 51; Nguyen Tat Thanh, Nguyen Huu Tho, Cong Hoa, Ly Thuong Kiet, Hai Ba Trung streets; Cat Lai port area, Phu Huu port...
