On September 10, a source from Lao Dong Newspaper said that the Can Tho City Inspectorate had just issued Inspection Conclusion No. 656 on the situation of financial revenue and expenditure management and implementation of state budget obligations at Can Tho City Radio and Television Station.

According to the Inspection Conclusion, the development and implementation of internal spending regulations still has some inappropriate contents. In 2024, the PTTH Station will adjust and cut some expenditure contents in the internal spending regulations due to unsecured revenue sources.
However, the adjustment and cutting of some spending contents is not timely, not in accordance with the financial resources of the unit, leading to an imbalance between revenue and expenditure, resulting in complaints.
During the inspection period, PTTH Station signed 660 contracts with a total value of more than 42 billion VND (of which, 299 contracts had not yet collected money, worth more than 21.4 billion VND).
The payment of toxic allowances in kind, but there is no report on the results of labor environment monitoring to determine dangerous and toxic factors (more than 113 million VND).
The management and logistics expenditure for the Deputy Director has not ensured the correct coefficient according to the Internal Expenditure Regulations. Specifically, the PTTH Institute built a management cost allowance coefficient for the position of Deputy Director at 3.0 but in reality paid with a coefficient of 3.5.
Regarding receivables, as of March 31, 2025, the receivables that must be collected from customers are nearly 39.4 billion VND, of which some customers have large debts that have not been collected for many years.
Regarding repayment repayment, by March 31, 2025, repayment repayment is more than 45.3 billion VND. Of which, the sale fee must be paid to the seller of more than VND 22.9 billion; the contract brokerage fee must be paid is more than VND 53 million; the collaborator's pencil fee must be paid is more than VND 822 million; the pencil fee, management fee, and work fee debt (from November 2023 to December 2024) is more than VND 21.5 billion.
For advanced debt, by March 31, 2025, the advanced debt of civil servants and employees was nearly 4 billion VND. However, by May 22, 2025, the advance debt of civil servants and employees was more than 683 million VND. The main advances are pens, work fees, program implementation, ... because PTTH Station has no resources to pay.
During the inspection period, PTTH Station purchased and repaired 11 packages with a total value of more than 4.8 billion VND from the Career Development Fund. The work of making estimates, selecting contractors, and signing contracts is basically implemented according to regulations. However, purchasing and repairing still has some limitations and shortcomings.
Regarding the implementation of state budget obligations, the unit accounting for enterprise management costs is not in accordance with regulations. Timely implementation of land lease procedures has led to land rent debt and a fine of more than VND 46 billion for late payment of land rent according to regulations.
Can Tho City Inspectorate concluded that the level and consequences of the violation were serious. The City Inspectorate recommends that the City People's Committee's Party Committee recommend the City Party Committee's Inspection Committee to advise the City Party Committee to review and consider the responsibility of the collectives and individuals under its authority related to the limitations, shortcomings and violations mentioned in the Inspection Conclusion.
At the same time, request Can Tho City Radio and Television Station to rectify and overcome violations, implement financial handling measures such as recovering incorrect expenditures and reducing unreasonable business management costs.
