On November 5, An Giang Provincial Police said they had just received an Official Dispatch from the Ukrainian Embassy in Vietnam, expressing sincere thanks for the humanitarian act, timely rescue and support for Ukrainian citizens to return home safely.
In the Official Dispatch, the Embassy of Ukraine in Vietnam highly appreciated the humanitarian and just spirit of the Vietnamese people, and acknowledged the professionalism and dedication of the An Giang Provincial Police force. In particular, the Immigration Department has supported Ukrainian citizen Oleksandr Kyselytsia who was in distress at sea to return home.
Previously, on September 10, 2025, Mr. Oleksandr Kyselytsia was rescued by fishing boat KG-31393-TS of Mr. Tran Van Chinh (residing in Phu Quoc - An Giang) when he had an accident at sea in a state of leg injury, poor health, no personal documents and personal belongings.
After receiving the information, An Giang Provincial Police urgently directed the Immigration Department to preside over and coordinate with Phu Quoc Special Forces Police, Coast Guard Region 4 Command and Border Guard to verify their identities, and at the same time support accommodation, health care and essential needs for foreign citizens.
In addition, An Giang Provincial Police coordinated with the Provincial Department of Tourism and the Ukrainian Embassy in Vietnam to implement civil protection measures according to regulations. Thanks to the close coordination of units inside and outside the Public Security sector, by October 16, 2025, Mr. Oleksandr Kyselytsia had recovered his health. He was granted a passport, visa and completed exit procedures at Phu Quoc airport to return home, with direct support from the Immigration Department of An Giang Provincial Police.
