As of November 5, the whole province has instructed 5,761 vessels with more than 40,000 fishermen to anchor safely. In addition, 2,425 aquaculture cages have been inspected and reinforced; the border guards continue to coordinate with local authorities to inform 575 ships still operating offshore to proactively stay away from the danger zone.

The Gia Lai Provincial Military Command has established 3 temporary command posts and 5 mobile teams ready for search and rescue in all directions. The force includes 6,825 officers and soldiers of the province along with 4,352 officers and soldiers of the joint units of the Ministry of National Defense and Military Region 5, along with nearly 300 vehicles of all kinds, ready to mobilize when ordered. Logistics and technical work is guaranteed, with enough food and provisions reserved for 7 days.
At the meeting, Chairman of Gia Lai Provincial People's Committee Pham Anh Tuan said that during the relocation campaign, people were very aware of complying, which was a very happy thing for the government. By the evening of November 5, the relocation of all households in the danger zone will be completed.

Mr. Tuan noted that storm No. 13 is likely to make landfall at night, so if any people are still subjective and do not comply with the evacuation, the authorities will be forced to enforce it to ensure the safety of their lives.
"This storm is too big, the response level has been activated at level 5 - the highest level, but there are still many unpredictable situations. Everyone must be vigilant, absolutely do not be subjective", Mr. Tuan warned.
Lieutenant General Le Ngoc Hai - Commander of Military Region 5 - suggested that military units maximize the "4 on-site" motto, absolutely do not be subjective, do not let the water rise before moving. He emphasized that it is necessary to enhance the spirit of "self-care and self-defense is paramount".
Units need to stay close to the grassroots and grasp the situation of people in dangerous areas. In addition to military and militia forces, it is necessary to mobilize local forces to participate in support; the elderly and children must be mobilized early.
"Border guards must not be subjective, must scientifically calculate the anchorage area, ensuring the safety of people and property. Regarding vehicles, waterlogs, and helicopters, they are available immediately when needed. What cannot be done must continue to be done, without causing damage to people and property; we should not let what can be done without causing damage", the Commander of Military Region 5 emphasized.
