On December 18, the Dak Lak Provincial People's Committee announced - the total state budget revenue plan for 2026 with the target of reaching more than 17,706 billion VND. Of which, domestic revenue is expected to reach VND17,558 billion and revenue from import-export activities is estimated at VND148 billion.
Explaining the basis for implementing the above target, according to the Provincial People's Committee, in 2025, local budget revenue is estimated to be about 15,800 billion VND. Resolution No. 245/2025/QH15 of the National Assembly sets a target of increasing budget revenue by at least 10% compared to the estimate in 2025. Meanwhile, the Prime Minister requested an increase in budget revenue of 10% to 12% compared to the previous year.
However, the Dak Lak Provincial People's Committee also stated that in 2026, the province will face some difficulties. That is, revenue sources mainly tend to grow slowly and unstably, and may even decrease in some years compared to the same period.
Dak Lak is a province mainly agricultural, so it depends a lot on weather conditions and prices of agricultural, forestry and fishery products. Weather fluctuations and natural disasters also affect production and business activities and people's lives.
In addition, many agricultural products are not subject to VAT and some investment projects enjoy preferential corporate income tax policies and land rent, leading to unstable revenue.
Trade and service activities have not developed evenly; purchasing power depends on seasonal demand and promotional programs, while exports are affected by tariff fluctuations and international markets.
Tourism infrastructure and tourist support services are currently limited, typical products are not diverse, and regional linkages are weak. It is forecasted that the production and business situation of enterprises in the area in 2026 will still face many challenges due to fluctuations in the world and domestic economy.
Similar policies to reduce VAT and environmental protection tax in 2025 will continue to affect revenue. It is estimated that this impact is about 385 billion VND in 2026.
