The People's Council of Hung Yen province has just issued a Resolution on local budget allocation in 2026, as a basis for organizing the management of budget revenue and expenditure, ensuring socio-economic development tasks, national defense and security in the area.
According to the resolution, the total local budget revenue in 2026 will reach more than VND 79,271,000 billion, of which provincial budget revenue will account for the majority with more than VND 67,672,000 billion; commune and ward budget revenue according to decentralization will reach more than VND 11,598,000 billion. Total local budget expenditure is 79,247,000 billion VND, ensuring budget balance, while creating a surplus of nearly 23,900 billion VND, prioritizing use to repay principal of local government. The total loan amount for the year is VND37,000 billion, serving the repayment of principal according to regulations.
For the provincial budget, the estimated expenditure is more than VND 46,245,000 billion, of which development investment expenditure accounts for a large proportion with nearly VND 32,842,000 billion, focusing on basic construction, investment from land use fee revenue, targeted additional sources from the central budget and lottery sources.

Regular expenditure is more than VND 10,847,000 billion, prioritized in the fields of education - training, science, technology, innovation and digital transformation. In addition, the budget also allocates reserve expenditures, additional expenditures from financial reserve funds, interest payments and creates sources for salary reform.
For the commune and ward budgets, the total revenue and expenditure are more than VND 33,002,000 billion, of which the provincial budget adds more than VND 21,403,000 billion to ensure balance and implementation of expenditure tasks. Expenditures are allocated to development investment, regular expenditures, budget reserves, salary reform and targeted expenditure tasks.
The Resolution also approved a plan to add more than VND 2,237,000 billion from the provincial budget to implement social security policies in 2026, and allocate VND 50,000 billion from increased revenue from rice-growing land protection and development to support the prevention of agricultural epidemics, plant varieties, and product production and consumption linkages.
The Provincial People's Council assigned the Provincial People's Committee to organize the implementation of the resolution in accordance with legal regulations; strengthen financial discipline, use the budget economically and effectively; promote inspection, examination, publicity and transparency in budget management. The Standing Committee of the Provincial People's Council and the agencies of the People's Council supervise the implementation of the resolution according to assigned functions and tasks.
