On June 11, Dak Lak Provincial People's Committee said that Vice Chairman of the Provincial People's Committee Dao My signed the Document (No. 8213/UBND-NV) on strengthening the management of organizations and activities of associations in the province, sent to departments, agencies, branches; People's Committees of communes, wards and associations operating within the province.
The document was issued after Lao Dong Newspaper published an article reflecting the fact that many associations and unions that were not assigned tasks by the Party and State in Dak Lak operated ineffectively.
According to the document, the Chairman of the Provincial People's Committee directed departments and agencies with state management functions for the association's activities to strengthen inspection, monitoring, guidance and create conditions for associations to operate in accordance with their purposes, principles, charters and legal regulations.
Units must proactively report and advise the Provincial People's Committee to promptly direct and rectify the activities of associations.
In case through inspection, resolution of petitions or regular monitoring, it is discovered that the association operates for purposes and principles not in accordance with regulations, violates the law or regulations on organization and association activities, it must promptly handle or advise the Provincial People's Committee to handle it.
The Provincial People's Committee also assigned the Department of Home Affairs to advise on the implementation of state management functions on organization, operation and management of associations in the area. Deploy the review, arrangement, and streamlining of associations and unions not assigned tasks by the Party or the State.
For associations that operate ineffectively, not for the right purpose, principles or violate the charter, violate the law, the Department of Home Affairs shall preside over and coordinate with relevant agencies to handle and resolve complaints and denunciations, handle violations or advise the Provincial People's Committee to consider dissolution according to the correct procedures and regulations.
As Lao Dong newspaper has reported, currently Dak Lak province has 99 associations, unions, federations, unions, general associations and clubs (collectively called associations and unions) operating.
By May 2026, the whole province still had 88 units not assigned operating tasks by the Party and State. Among them, many organizations with similar names operate according to their own principles and purposes.
The activities of associations are currently mainly managed vertically; associations belonging to which field are monitored by relevant departments and sectors, but there is no in-depth supervision.
After that, Dak Lak Provincial People's Committee issued a Document (No. 7357/UBND-NV) on handling press information.
Accordingly, the Chairman of the Provincial People's Committee assigned the Department of Home Affairs to preside over and coordinate with relevant units based on assigned functions and tasks to review and advise the Provincial People's Committee on the contents reflected by Lao Dong Newspaper in the article: "Many associations and unions not assigned tasks by the Party and State in Dak Lak operate ineffectively".
