After Mr. Do Hoang Viet was promoted and appointed by competent authorities, public opinion said that this was unsatisfactory according to Conclusion 128 of the Politburo on March 7, 2025.

Regarding this issue, the leader of the Dak Lak Provincial Department of Health affirmed: "The appointment of department heads and deputy department heads at the unit level is implemented in accordance with the guidance document of the Dak Lak Provincial Party Committee.
Before making the appointment process for Mr. Viet's case, we have studied the guidance documents of the Dak Lak Provincial Party Committee for implementation. The appointment process for Mr. Viet is done methodically and thoroughly".
Also related to this, a source from the Department of Home Affairs of Dak Lak province said: "At this time, if the personnel are appointed as civil servants in the health and education sectors, it is in accordance with the instructions from the competent authority.
As for the case of department-level civil servants appointed at this time, it is not suitable. For example, it is not appropriate for civil servants appointed from deputy department heads to department heads (belonging to department-level units).
Another source from the Dak Lak Provincial Party Committee's Organizing Committee also emphasized: "The Provincial Party Committee has provided clear guidance on the case of appointing civil servants in the health and education sectors.
