On June 27, the Dak Lak Provincial People's Committee organized a direct dialogue with people related to prolonged complaints about the Infrastructure Construction Project for the Pan Lam - Ko Sier resettlement area in Tan Lap ward (Buon Ma Thuot city).
The above project was approved by the People's Committee of Buon Ma Thuot city in June 2016, with a scale of 6.55 hectares and a total initial investment of more than 91 billion VND.
After many adjustments, by October 2022, the total investment of the project had increased to more than 266 billion VND. However, it was not until July 2023 that the authorities issued a notice of land reclamation, affecting people's lives.
At the dialogue, the Dak Lak Provincial Inspectorate announced the inspection conclusion and pointed out a series of violations in the process of establishing and implementing project planning...
The People's Committee of Buon Ma Thuot city was also discovered to have granted construction permits and land use right certificates for some cases that were not in accordance with the planning.
Mr. Nguyen Danh Thang (residing in Tan Lap ward) said: "People in the project area are not allowed to change the land use purpose, and are not allowed to build stable housing.
Meanwhile, the compensation and support level is still low, not enough for stable resettlement. The traffic infrastructure in the area is seriously degraded and has not been renovated".
Mr. Truong Cong Thai - Vice Chairman of Dak Lak Provincial People's Committee affirmed: "The province is committed to reviewing all contents related to the project and planning to harmonize common development interests but still ensure the rights of the people".

Member of the Party Central Committee, Secretary of the Dak Lak Provincial Party Committee Nguyen Dinh Trung requested the announcement and publicization of the project inspection conclusion and directed relevant departments, branches and units to urgently implement it.
The government of the new Tan Lap ward needs to approach the conclusion to clearly identify responsibilities and implement them more effectively.
The Dak Lak Provincial Party Secretary also requested the Provincial Inspectorate to transfer project information to the police for consideration and verification according to its authority.
In particular, the police need to pay attention to cases of granting land use right certificates, construction permits... to investigate and clarify whether or not there is a "group interest" factor.
"In the process of resolving the case, relevant units must follow the correct process, be public, transparent, and collect public opinions to reach consensus and ensure legitimate benefits," added the Dak Lak Provincial Party Secretary.
