eCDT is a system that records, stores and controls data on fishing vessels, exploitation output, port entry and exit times, origin confirmation... thereby ensuring transparency and traceability of seafood origin.
According to a report from the Department of Agriculture and Environment of Quang Ninh province, as of April 15, 2026, the whole province has 4,128 fishing vessels from 6m or more registered and 100% updated on the Vnfishbase system. 100% of eligible vessels have been licensed for exploitation, and the remaining registration rate is 95.7%.
100% of fishing vessels from 15m or more have been installed with journey monitoring devices (VMS) and are closely monitored. The work of controlling fishing vessels entering and leaving ports has been strengthened, data has been cross-checked between forces, ensuring transparency and consistency.
The province has not recorded any fishing vessels violating foreign waters.
Quang Ninh has issued many important plans such as vocational conversion for fishermen, overcoming shortcomings according to EC recommendations, establishing inspection and control points for fishing vessels and promoting the deployment of electronic seafood traceability systems (eCDT).
In the coming time, Quang Ninh province determines to continue to control 100% of fishing vessels entering and leaving ports through the eCDT system, ensuring intercommunication between fishing ports and border guard forces; complete and synchronize fishing vessel data according to the principle of "right, sufficient, clean, live"; strictly handle IUU violations, not allowing fishing vessels to violate foreign waters.
According to the roadmap, by the end of May 31, 2026, at least 70% of fishing vessels subject to mandatory declaration on the eCDT system.
By the end of June 30, 2026, ensure that over 90% of fishing vessels subject to mandatory declaration on the eCDT system, and at the same time ensure that 100% of fishing vessels entering and leaving ports are controlled, updated and declared for exploitation output on the eCDT system.
