4.3 hectares reserved for relocation of seafood factory in the center of Ha Long

Quang Ninh - After many years of discussion about relocating a seafood processing factory that poses a potential risk of polluting Ha Long Bay, a location for the factory has been chosen.

According to the People's Committee of Ha Long City, Quang Ninh Province, the location for relocating the seafood processing factory in Bach Dang Ward of Quang Ninh Seafood Import-Export Joint Stock Company is in the area east of Cai Xa Cong channel, Ha Phong Ward, Ha Long City. The area for relocating this factory is about 4.3 hectares, located within the total area for studying the construction of a boat anchorage area along Cai Xa Cong channel, Ha Phong Ward, about 10 hectares.

According to the People's Committee of Ha Long City, the city is currently developing a detailed plan for the area and has started collecting opinions from departments, branches, and units. There are still problems with the overlapping area with national defense and security land. The People's Committee of Ha Long City is sending a document to collect opinions from the Ministry of National Defense.

As Lao Dong has reported, the sea surface area next to Bai Tho bridge - where there is a seafood processing factory of Quang Ninh Seafood Import-Export Joint Stock Company, Quang Ninh Waterway Passenger Transport Joint Stock Company and Ha Long 1 market - has long been the most heavily polluted spot on the entire coastline of Ha Long city.

Since 2012, Quang Ninh province has given instructions and also added a plan to relocate the factory to the area south of Lo Phong stream, Ha Phong ward, Ha Long city before 2017, both to protect the environment and landscape of Ha Long bay, and to have land fund for tourism and service development.

Ha Long City itself also has many directive documents, from the Standing Committee of Ha Long City Party Committee to the Executive Committee of the City Party Committee and Ha Long City People's Committee.

Quang Ninh Import-Export Joint Stock Company is also ready to relocate, but the relocation location and compensation and site clearance are difficult problems to solve, because the location does not ensure the following conditions: There is a waterway, a port for ships to enter and exit 24/7; road traffic is sufficient for 40-foot refrigerated container trucks to enter and other infrastructure such as electricity, water, etc.

The area where the seafood processing factory is located is currently in a prime location in terms of natural landscape as well as tourism advantages, surrounded by Bai Tho Mountain, Ha Long Bay and Tran Quoc Nghien coastal road, very close to Long Tien Pagoda, Ha Long 1 Market, Ha Long Flower Park... Ha Long City has oriented the planning research of this area towards becoming a tourist service center with modern architecture, highlights and accompanying utilities.

The current planning research area is the land of Quang Ninh Seafood Import-Export Joint Stock Company (about 8,360m2) and Quang Ninh Waterway Passenger Transport Joint Stock Company (about 5,065m2); a part of Ha Long Market I land; some separate residential plots of households located in between and a part of the water surface area of ​​Ha Long Bay. The total planning research area is about 27,830m2, of which the water surface area is about 11,635m2.

According to the Ha Long City People's Committee, the consulting unit has developed three master planning options to turn this heavily polluted coastal area into a tourist and service center commensurate with its location and special surrounding landscape.
