Quang Ninh Provincial People's Committee has just issued a decision approving the 1/2,000 scale zoning plan for Sub-area 4 in the wards of Ha Lam, Ha Trung, Ha Tu, Ha Phong and Ha Khanh, Ha Long City.
Accordingly, the nature of this subdivision is the area to restore the coal mining environment to urban service function. The area is about 4,197.16 hectares. The current population is about 6,000 people and the planned population by 2040 is about 16,000 people.
Regarding space organization and landscape architecture, the architectural space layout of the entire area is divided into 3 main spaces, including: Residential space; Space of coal production, processing and mining areas; Space of restored landscape areas and mangrove conservation areas.
Based on the urban structure and development potential of each area, the planning is divided into 4 sub-areas.
In particular, the planning orientation of sub-area IV-A (the area adjacent to provincial road 336), with an area of over 748 hectares, is to restore the environment of open-pit coal mining areas and waste dumps that have ended exploitation and dumping into specialized green areas, sports centers, mixed-use residential areas, service areas, social housing areas, housing for low-income people, and housing for coal industry workers.
Meanwhile, sub-zone IV-D (eastern mountainous area) has an area of over 2,000, current population is about 1,500 people, oriented to planning into urban service functional areas, such as: golf course, specialized green trees, forest park, high-tech agriculture, coal industry, forestry...
In this subdivision, only a maximum of 7 floors is allowed to be built, with an average construction density of 10%.
The remaining open-pit coal mines will continue to be exploited under the license until it expires and the environment will be gradually restored, moving towards closing open-pit mines before 2030, planting large timber forests at the mines and waste dumps, creating a common landscape for the area.
