At about 7:40 am on December 27th, Mr. Do Dang Thinh (65 years old, residing in Thanh Xuan ward, Hanoi City) was driving a 29-seater passenger car with license plate 29B-614.06 moving from Hanoi City to Ta Genh village school, Hoa My Kindergarten, Phinh Ho commune, Lao Cai province, with 18 people on board (including the driver).
When arriving at Km35 National Highway 32 connecting provincial road 174 in Mu Thap village, Phinh Ho commune, an accident occurred due to signs of the brake system suddenly losing its effectiveness.
As a result, 8 people died at the scene, 1 driver died during emergency treatment at the hospital; 9 injured people were taken to the hospital.

The initial verification and investigation results of the police initially determined: The passenger car with license plate 29B-614.06, while moving downhill, showed signs of the brake system suddenly losing its power. The scene of the accident was a S-shaped curved concrete road with 2 consecutive curves, with a slope of about 18%.
When passing the top of the slope and descending the long curved slope, the car rushed because the brake system suddenly lost its power, then drifted freely and crashed into the guardrail and overturned.

Mr. Hoang Quoc Huong - Director of Lao Cai Provincial Department of Health said - by the afternoon of December 27, all 9 injured patients had been given first aid and taken to the Central Hospital for treatment.
Among them, 8 people are being treated at Viet Duc Hospital and 1 person is being treated at Bach Mai Hospital. The names of the injured victims include:
1. Phung Manh Quan, 37 years old, residing in Hanoi;
2. Do Thi Nhat Hong, 37 years old, residing in Hanoi;
3. Hoang Ngoc Anh, 24 years old, residing in Hanoi;
4. Pham Thi Thuy Hang, 44 years old, residing in Hanoi;
5. Nguyen Phuong Thao, 18 years old, residing in Hanoi;
6. Ly Cong Chieu, 29 years old, residing in Hanoi;
7. Nguyen Thi Phuong Khuyen, 26 years old, residing in HCMC;
8. Tran Bao Yen, 22 years old, residing in Hanoi;
9. Pham Trung Kien, residing in Hanoi.

The identities of 9 deceased people were identified as:
1. Tran Lien H. (44 years old, residing in Hanoi)
2. Nguyen Van T. (36 years old, residing in Hanoi)
3. Le Thi T. (53 years old, residing in Hanoi)
4. Nguyen Phuong T. (46 years old, residing in Hanoi)
5. Phan Trung A. (30 years old, residing in Bac Ninh)
6. Huynh Thi Anh D. (44 years old, residing in HCMC)
7. Nguyen Thi Bich N. (46 years old, residing in Hanoi)
8. Do Ngoc T. (65 years old, residing in Hanoi - driver, died on the way to the hospital)
9. Pham Thi Thanh M. (38 years old, residing in Thai Nguyen).
After the incident occurred, the Standing Committee of Lao Cai Provincial Party Committee issued an urgent document directing the remediation of the consequences. Standing Vice Chairman of Lao Cai Provincial People's Committee Nguyen The Phuoc directly directed the mobilization of maximum police, military, medical and local authorities forces to organize rescue, emergency care for victims, and traffic diversion.
Currently, for deceased victims, Lao Cai province will support 25 million VND/person, for injured people, Lao Cai province will support 5 million VND/person.
