On December 14, according to Lao Dong's source, the People's Committee of Lang Son province has just issued a Project to establish the Provincial Traffic Construction Investment Project Management Board, under the Provincial People's Committee.
Accordingly, the Lang Son Provincial Traffic Construction Investment Project Management Board is a public service unit under the Provincial People's Committee, operating under an autonomous mechanism, self-responsible for performing tasks, organizing the apparatus, personnel and finance.
The operating budget is used from project management costs in the approved total investment and other legal sources according to the provisions of law.
The Board is under the direct direction and management of the Provincial People's Committee and the Chairman of the Provincial People's Committee; at the same time, it is subject to professional guidance and coaching of specialized agencies under the Provincial People's Committee.
Regarding functions and tasks, the Provincial Traffic Construction Investment Project Management Board acts as the investor for traffic construction projects using state budget capital, state capital outside the budget assigned by the Provincial People's Committee and other legal capital sources.
The Board is responsible for receiving, managing and effectively using capital sources assigned by competent authorities, fully exercising the rights and obligations of investors according to the provisions of the Construction Law, the Bidding Law and related legal provisions.
In addition, the Board also performs some consulting functions of the project with the unit as the investor; at the same time, it can participate in consulting on construction investment for other investors when ensuring the completion of assigned tasks and meeting all the conditions and capacity according to regulations.
This is expected to be the basis for improving the quality of project preparation, progress management, construction quality and the efficiency of public investment capital use in the transport sector.
According to the Project, the organizational structure of the Board includes a Director and no more than 3 Deputy Directors; along with 5 professional and technical departments: Administration - Accounting Department; Planning - Technical Department; Project Management Department 1; Project Management Department 2; Consulting Department.
The establishment of the Lang Son Province Traffic Construction Investment Project Management Board is expected to contribute to improving the capacity for construction investment management, speeding up the progress of key traffic projects, creating momentum to promote economic and social development, and enhancing regional and inter-regional connectivity of the province in the coming time.
