Accordingly, for Ring Road 2.5, the Hanoi Traffic Construction Investment Project Management Board was assigned to coordinate with the People's Committees of Thanh Xuan, Yen Hoa, and Cau Giay wards to prepare a report proposing an investment policy for the remaining 3 sections including: Nguyen Trai - Nguy Nhu Kon Tum; Duong Dinh Nghe - Cau Giay Street; Tran Duy Hung - Trung Kinh, with a total length of about 2.45km. The project is divided into two groups: construction investment invested by the Project Management Board and site clearance by the People's Committees of the wards. The dossier must be completed in December 2025.
The underpass project between Ring Road 2.5 and National Highway 1A is required to speed up progress, striving to complete the entire project in the first quarter of 2026. The barriers on Giai Phong and Kim Dong streets must be removed before December 25, 2025, and the traffic organization plan must be adjusted accordingly.
For the Dam Hong - National Highway 1A section, the investor, a joint venture of Hanoi Housing and Urban Development Trading Joint Stock Company and Hoang Ha Construction Company Limited, must speed up construction, completing the project no later than the first quarter of 2026.
The project to renovate and upgrade National Highway 1A, Van Dien - Ngoc Hoi section (Km185 - Km189) must completely resolve the problem of site clearance and complete in December 2025 to put it into operation. For National Highway 6, Ba La - Xuan Mai section, the Hanoi Traffic Construction Investment Project Management Board reviewed the overall progress, coordinated with localities to develop a plan for site clearance and construction to basically complete in 2026; at the same time, reviewed the barrier system, reducing congestion, especially in the Mai Linh bridge area.
At Co Linh intersection, phase 1 is expected to be implemented, including sidewalk cuts, road expansion, completion of technical infrastructure and traffic organization adjustment to reduce the impact when entering phase 2. Units are required to assess the feasibility of the plan to change tunnel construction measures from open excavation to underground drilling, and report before December 20, 2025.
For Ring Road 4 - Capital Region, the Department of Construction proposed to complete component project 2.1 (parallel road section through Hanoi) in 2025, while coordinating with Bac Ninh and Hung Yen to ensure consistency. The Project Management Board also has to work with the investor of component project 3 to adjust the construction progress of the 3 bridges Hong Ha, Me So, Hoai Thuong, study and apply advanced technology to shorten the construction time, report in December 2025.
For the road project surrounding Chu Van An memorial site, Ha Dong, Thanh Liet, Kien Hung wards must complete site clearance in the first quarter of 2026; the investor must complete the entire project in the second quarter of 2026. The Thang Long Avenue Expressway project (National Highway 21 - Hanoi - Hoa Binh Expressway section) must complete site clearance in the first quarter of 2026 and basically complete in 2026.
Route No. 5 to the center of Tay Ho Tay urban area (Ring Road 2.5 section from Xuan Tao to Nam Thang Long) is also required to complete site clearance in the first quarter of 2026 and complete construction in the second quarter of 2026.
Director of the Hanoi Department of Construction Nguyen Phi Thuong emphasized that during the peak period of preparation for the Lunar New Year 2026 and the National Party Congress, construction units must clear fences, "construct as narrowly as possible", restore the site to organize traffic, and limit congestion.
