Lao Cai invests 240 billion VND in the project of leveling the ground and technical infrastructure of Thong Nhat Area to serve the site clearance of the Lao Cai - Hanoi - Hai Phong railway.

The Thong Nhat Area Land and Technical Infrastructure Clearance Project for Site Clearance (GPMB) for the Lao Cai - Hanoi - Hai Phong Railway Construction Investment Project was approved by the Lao Cai Provincial People's Committee under Decision No. 1841/QD-UBND dated June 12, 2025.

This project belongs to Group B, with a total investment of 240 billion VND, Lao Cai Provincial Construction Investment Project Management Board is assigned as the project investor.

According to the investigation of Lao Dong Newspaper reporters, on September 10, the Lao Cai Provincial Construction Investment Project Management Board announced the invitation for bidding for Package No. 15: Construction of the project (including equipment and acceptance of the handover of the project's power plant).

Package 15 was widely bid online, priced at more than VND 72.1 billion from the central budget (while the central government has not supplemented capital, it will temporarily use the provincial budget for implementation).

In the coming time, after the results of contractor selection, the winning bidder will construct the package in Gia Phu commune, Lao Cai province (Gia Phu commune was established on the basis of merging the communes of Xuan Giao, Thong Nhat and Gia Phu of Bao Thang district, old Lao Cai province).

The construction package for items such as: Traffic roads, leveling, surface drainage, electricity supply, water supply according to the approved detailed plan in a total area of 28 hectares.

Specifically, the total leveling area of the entire project is about 11.98ha and is divided into 6 levels. The traffic route will be rebuilt with 6 new routes with a length of 2,948m.

Construct a complete surface drainage system according to the approved detailed plan; build and complete a wastewater collection system in the project area.

The water source for the project is taken from the common clean water supply network of the water supply system of Tang Loong town (now Tang Loong commune) managed by Lao Cai Province Water Supply Joint Stock Company...

The project will be implemented to create a site to arrange and relocate production facilities in the Dong Pho Moi industrial cluster and Son Man Industrial cluster to serve the site clearance for the Lao Cai - Hanoi - Hai Phong railway construction investment project.

The Lao Cai - Hanoi - Hai Phong railway line has a total preliminary investment of VND203,231 billion, equivalent to USD8.37 billion. The National Assembly has approved this plan under Resolution 187/2025/QH15 with the goal of starting construction in December 2025 and completing it by 2030 at the latest.

The railway line is nearly 391km long, starting at the rail connection point across the border (Lao Cai province), ending at Lach Huyen station (Hai Phong), nearly 391km long; branch line length 27.9km, passing through the provinces: Lao Cai, Phu Tho, Hanoi, Bac Ninh, Hung Yen, and Hai Phong.

The railway line is invested in a new single track, 1,435m wide, transporting passengers and goods together; designed speed of 160km/h with the main line from the new Lao Cai station to Nam Hai Phong station; designed speed of 120km/h with the section passing through the Hanoi city hub; speed of 80km/h with the remaining sections.
