Component Project 5: Developing a green tree system in the area south of Dam Vac under the Project of the Program for developing type II urban areas (green urban areas) - Vinh Phuc province component project (old) - approved according to Decision No. 471/QD-UBND dated July 28, 2025 of Phu Tho Provincial People's Committee.
This project belongs to Group B, with a total investment of more than 610 billion VND from the state budget and loans from the Asian Development Bank (ABD). The Vinh Phuc Regional Project Management Board is assigned to be the Project Investor.
In the total investment, site clearance and resettlement costs are 107 billion VND, construction costs are more than 393.5 billion VND, equipment costs are more than 19.5 billion VND, project management costs are nearly 4.4 billion VND, construction investment consulting costs are more than 17.5 billion VND, other costs are more than 33.5 billion VND, and contingency costs are more than 35.2 billion VND.
According to the investigation of Lao Dong Newspaper reporters, on January 17, the Vinh Phuc Regional Project Management Board issued a notice inviting bids for the construction package: "Developing the green tree system in the South of Dam Vac" of the project.
The above bidding package was widely bid online, with a price of more than 452.8 billion VND. The bidding package includes the main tasks of construction, equipment, pilot testing, and issuance of construction permits for connection agreements.
According to the decision of Phu Tho Provincial People's Committee, the project of the Program for Development of Type II Cities (Green Cities) - Vinh Phuc province component project, borrowing capital from the Asian Development Bank (ADB) is adjusted, specifically:
Project Component 1 (Dem Vac Lake dredging and landscape preservation) and Component 5 (Developing the green tree system in the Southern Dam Vac area): Project implementation time is adjusted to the end of June 30, 2028.
Project Component 3 (3-level wastewater connection system) and Component 4 (Wastewater and household hygiene rotating fund): Project implementation time is adjusted to the end of December 31, 2026.
Project Component 1 (Dem Vac Lake dredging and landscape preservation) has adjusted the total investment from more than 270.8 billion VND to 213.7 billion VND.
Dam Vac Lake not only plays the role of the green lung of the old Vinh Yen city area but also a water regulation area, minimizing flooding during the rainy and flood season. The renovation and promotion of the lake's value is expected to turn this place into an attractive eco-tourism and resort destination, contributing to creating motivation for socio-economic development.
With strong investment, the Dam Vac lake project will not only focus on environmental protection but also focus on developing cultural and historical values associated with the locality. This is one of the solutions to attract investment, improve the quality of life of people, and at the same time create additional revenue from tourism and service activities.
