17-year brick factory project not completed
According to the investigation of Lao Dong Newspaper reporters, the Mai Son brick factory construction project (Yen Thang ward, Ninh Binh province) was granted the first Investment Certificate by the Provincial People's Committee in January 2008. At that time, the Mai Son brick factory construction project with a capacity of 20 million bricks/year was aimed at meeting the demand for construction bricks, serving projects in the area and the whole province. Total investment capital of more than 28 billion VND, completion schedule before January 2009.
However, after many years of implementation, the recent inspection results at the end of January 2026 by the Ninh Binh Department of Agriculture and Environment pointed out a series of existing problems in the compliance with land law in the Mai Son Brick Factory Construction Project of Toan Thang Ninh Binh Trading Service Co., Ltd. (Toan Thang Ninh Binh Company).
The inspection conclusion notice points out that, according to the current status diagram of land use and assets on land of Toan Thang Ninh Binh Company measured by the Ninh Binh Land Registration Office on December 12, 2025, the total area the Company is using is 79,000.9m2.
Notably, in the land area adjacent to the expressway on the North-South route in the East, there are 2 concrete mixing lines with areas of 302m2 and 293.1m2 respectively and 2 weighing stations with areas of 111.7m2 and 96.5m2 respectively.
Toan Thang Ninh Binh Company signed business cooperation contracts with Thanh Dat Concrete Joint Stock Company and Long Hai Concrete Joint Stock Company to build 2 concrete mixing lines and 2 weighing stations but did not provide business cooperation contracts as requested by the inspection team.
In the land area adjacent to the extended provincial road DT477, there are 2 corrugated iron roof houses with areas of 571.8m2 and 122.5m2 respectively being used for goods gathering.
Thus, it is not implementing the project objectives in the Investment Certificate that has been approved by competent authorities" - the Conclusion Notice of Ninh Binh Department of Agriculture and Environment clearly stated.
In addition, functional agencies determined that Toan Thang Ninh Binh Company is still using 19,480.2m2 of land outside the Certificate of Land Use Rights that has been issued and has not been leased land by a competent state agency.
According to the approved schedule, the project must be completed before January 2009. However, by the time of inspection, the investor, Toan Thang Ninh Binh Company, had not yet completed the construction of all construction items according to the Investment Certificate approved by competent authorities.
Throughout the implementation of the Mai Son Brick Factory Construction Project to date, according to the conclusion notice, the responsibility for managing the land area allocated to implement the investment project belongs to Toan Thang Ninh Binh Company according to the provisions of point d, clause 1, Article 7 of the 2024 Land Law.
Brazenly operating despite the stop order
The inspection conclusion notice clearly stated that the Ninh Binh Department of Agriculture and Environment requested Toan Thang Ninh Binh Company to immediately terminate the operation of 2 concrete mixing lines at the land area adjacent to the expressway on the North-South route in the East and the gathering of goods at the land area adjacent to the extended provincial road DT477.
However, nearly 2 months after receiving instructions from functional agencies, a record by Lao Dong Newspaper reporters at the end of March 2026 recently showed that Toan Thang Ninh Binh Company has not yet implemented these instructions, blatantly operating 2 concrete mixing lines.
Real-world records at the scene show that the area where the concrete mixing line is located still operates at a high frequency. Raw materials such as sand, stone, and cement are gathered in large piles. Tank trucks and vehicles carrying materials enter and exit continuously to supply materials to the line. After mixing, concrete is discharged directly onto the truck to be transported for consumption.
All of this activity takes place right on the land area identified as using it not according to the approved project objectives. The fact that the concrete line is still operating publicly and continuously after the inspection conclusion and the request to terminate shows signs of not complying with the direction of the state management agency.
According to Lao Dong Newspaper's investigation, Toan Thang Ninh Binh Company was granted the Business Registration Certificate of One Member Limited Liability Company No. 2700352667 registered for the first time on January 21, 2008, registered for the 6th change on May 20, 2025. Head office address is Yen Thang ward, Ninh Binh province. The legal representative is Mr. Nguyen Duc Toan with the title of Chairman cum Director.
