Hai Phong - EBA Machine Manufacturing Co., Ltd. fined 200 million VND for violations in the field of environment.

Hai Phong Department of Agriculture and Environment has just issued a decision to impose an administrative fine of 200 million VND on EBA Machine Manufacturing Co., Ltd. (Japan Industrial Park - Hai Phong) according to the provisions of point d, clause 5, Article 20 of Decree 45 of the Government on administrative sanctions in the field of environmental protection.

EBA Company is forced to remedy the environmental pollution situation according to regulations and report the remedy results within 45 days; send the remedy result report together with the dossier and results of exhaust gas analysis meeting environmental technical standards by the functional unit to the Economic Zone Management Board and the Department of Agriculture and Environment for inspection.

On March 23, the Hai Phong Economic Zone Management Board organized a second inspection team for EBA Machine Manufacturing Company regarding the remedy of administrative violations in the field of environment.

Previously, as Lao Dong reported, at the beginning of February, people in Ha residential group, Hong An ward (Hai Phong city) were outraged by the situation of smoke and dust flooding into residential areas, suspected to originate from a machine manufacturing enterprise in the industrial park.

In addition to the fine yellow-brown dust layer, households in Ha residential group also reflect on air pollution, a strong smell like paint that makes it difficult for many people to breathe, and poses a risk to health, especially for the elderly and children.

Immediately after that, the Hai Phong Economic Zone Management Board coordinated with the Economic Police Department - Hai Phong City Police to inspect. The inter-sectoral delegation determined that sand blasting workshop No. 2 of EBA Machine Manufacturing Company was the place that emitted "color dust" to the adjacent residential area.

Workshop 2 is where the enterprise uses high-pressure sand guns to clean metal components, creating roughness before painting. The working group immediately requested to stop the workshop operation and organize environmental monitoring of the workshop area and neighboring households. The results of monitoring and environmental analysis show that EBA Machine Manufacturing Company has violated regulations on dust and emissions.

Accordingly, at the dust and exhaust gas collection and treatment system in the surface cleaning sand spraying area, sand spraying chamber No. 2; the largest exhaust gas discharge flow is 42,000 m3/hour, total dust parameter 292 (mg/Nm3)/96(mg/Nm3) exceeds technical standards by 3.04 times with the actual exhaust gas flow measured at the time of monitoring being 13,740m3/hour.

Representatives of Hong An Ward People's Committee said that Eba Machine Manufacturing Co., Ltd. has been operating in the area since 2016, with full environmental permits and related documents. After people's reflections, the government coordinated to inspect and verify. Initially determined, the cause was a technical incident at the ventilation pipe of sand spraying workshop No. 2 under Eba Machine Manufacturing Co., Ltd. causing part of the sand from the ventilation pipe to fly towards people's houses. Local authorities have requested the enterprise to temporarily suspend the operation of this workshop to fix the incident. Only when there is an environmental impact assessment is it allowed to resume operation.
