Gia Loc Commune People's Committee (Hai Phong City) is urgently deploying propaganda and dissemination of the land clearance plan for the Lao Cai - Hanoi - Hai Phong railway project to households with land within the recovered area, with the aim of ensuring the progress of the national key project.
The Lao Cai - Hanoi - Hai Phong railway line is a key national transport infrastructure project, of strategic significance in connecting trade, promoting socio-economic development of the country and the locality. The section passing through Gia Loc commune is about 5.7 km long, the total area to be cleared is about 23.3 ha, affecting many households in Cham, Hoi Xuyen 1, Duc Dai 1 and Duc Dai 2 villages.
To create consensus among the people, Gia Loc Commune People's Committee has organized propaganda conferences to deploy site clearance work to households and individuals with land and assets on land within the project implementation scope.
Accordingly, the Commune People's Committee organized a meeting with 56 households and individuals in Cham village who have land and assets on agricultural land within the land clearance area. At the Duc Dai 1 Village Cultural House, the commune continued to organize a conference with households in Hoi Xuyen 1, Duc Dai 1 and Duc Dai 2 villages who have land and assets on land affected by the project.
At the conferences, the Gia Loc Commune Project Management Board informed the people about the purpose, meaning, and importance of the Lao Cai - Hanoi - Hai Phong railway line; and at the same time disseminated the land recovery plan, procedures for land inventory, assets on land, compensation and support policies in accordance with the law and project implementation progress in the area.

For the Cham village area, the section passing through has a length of about 1.2 km. According to the plan, the entire site clearance of the project in the commune is expected to be completed in December 2026. Regarding compensation, support and payment of site clearance money to households in Gia Loc villages and communes, it is expected to be completed in August 2026.
In addition to disseminating regulations, representatives of the Project Management Board and specialized agencies also provided specific information on the coordination responsibilities of households and individuals in the process of inventorying and determining the origin of land, assets on land, as well as completing related procedures to ensure the rights of people and project implementation progress.
In an open atmosphere, many households expressed their opinions, raising concerns related to the scope of land recovery, the determination of land origin, assets on land, compensation and support policies as well as some contents arising during the implementation process.
Representatives of specialized agencies have directly answered, guided and absorbed people's opinions and recommendations to summarize, consider, and handle them in accordance with the law.
Gia Loc Commune People's Committee will continue to promote propaganda and mobilization to help people understand the meaning of the project, and at the same time closely coordinate with specialized agencies in the process of inventorying, developing compensation, support and site clearance plans.
