The Government Office has just issued Notice No. 395/TB-VPCP dated August 4, 2025, conveying the conclusion of Deputy Prime Minister Bui Thanh Son at a meeting on the progress of the resettlement, resettlement, and site clearance projects for Ninh Thuan nuclear power plants.

According to the announcement, the Party and the Government pay special attention to promoting the development of green and clean power sources to ensure the socio-economic growth target of double digits, while ensuring national energy security.
In particular, nuclear power is a strategic direction, both contributing to increasing power sources and meeting the requirements of a green, clean energy transition, in line with the commitment to achieve net zero emissions by 2050.
Currently, the Prime Minister has established a Steering Committee for the Construction of the Nuclear Power Plant, assigning EVN as the investor of Ninh Thuan 1 Nuclear Power Plant, Vietnam Oil and Gas Group (Petrovietnam) as the investor of Ninh Thuan 2, and the People's Committee of Khanh Hoa province to carry out the work of evacuation, resettlement, and site clearance for the two projects.
Deputy Prime Minister Bui Thanh Son highly appreciated the initiative of Khanh Hoa province in the past time, having implemented many work items, actively propagating and mobilizing people to support the major policies of the Party and State.
However, he emphasized that from now until the end of 2025, there is not much time left, while the workload is still very large and complicated.

The Deputy Prime Minister requested the Ministry of Industry and Trade to preside over negotiations on inter-governmental agreements with partners on investment cooperation in the Ninh Thuan nuclear power project.
The goal is to complete the negotiations with Ninh Thuan 1 in August 2025, Ninh Thuan 2 no later than May 2026.
The Ministry of Science and Technology is responsible for coordinating with relevant parties to review and update legal regulations and nuclear safety according to the latest recommendations of IAEA and international practices.
If necessary, it is necessary to study and amend Circular No. 13/2009/TT-BKHCN, ensuring completion in August 2025.
Regarding compensation and support policies, the Ministry of Agriculture and Environment is assigned to preside over and coordinate with the Ministry of Justice, the Ministry of Industry and Trade and the People's Committee of Khanh Hoa province to review the legal basis to consider abolishing Decision No. 1504/QD-TTg in 2013, report to the Prime Minister before July 30, 2025.
The Ministry of Finance is responsible for reviewing and proposing the total support capital from the central budget for migration, resettlement, and site clearance, and reporting before August 10, 2025.
People must be guaranteed a life equal to or better than their old place of residence
Khanh Hoa Provincial People's Committee is required to focus on implementing compensation, resettlement, and early relocation of households, ensuring site clearance completion in 2025 in accordance with instructions.
The implementation requires strict compliance with regulations and instructions to ensure the highest safety for people.
At the same time, it is necessary to closely monitor to prevent negativity, corruption, and waste; ensure the principle: people after resettlement must have a place to live and living conditions equal to or better than the old place.
EVN and Petrovietnam need to urgently complete the pre-feasibility study report to submit to the competent authority to adjust the investment policy. The Ninh Thuan 1 project must be completed in September 2025, and the Ninh Thuan 2 project must be completed by June 2026 at the latest.
