The urgent dike project to prevent floods and flooding in Pheo - Che has a total investment of more than 597 billion VND, invested by the Project Management Board of Agricultural Works of Hoa Binh province (old), now the Project Management Board of Hoa Binh area.
The project has a scale of renovating and upgrading the dike line combined with a 15.8km long traffic road, stretching from Pheo area (Ky Son ward) to Che area (Thinh Minh commune, bordering Hanoi). The goal is to ensure safety for flood prevention and control, flood control in the downstream area of the Da River, and at the same time connect inter-regional traffic between Hoa Binh - Phu Tho - Hanoi.
The project started in March 2024, and is scheduled to be completed by the end of 2025. However, records from early April 2026 show that the construction progress is slower than required. Many items are still unfinished, although some locations have been basically formed.
In Thinh Minh commune, Ms. Bui Thi Lan said that the existing road is narrow and degraded, and transporting agricultural products is difficult. Local people expect the project to be completed soon to facilitate trade, economic development and improve living standards.
Reality shows that, although it is an urgent project to serve flood prevention and control and flooding prevention, the implementation is still not decisive. Some sections are under construction, not synchronized, directly affecting the efficiency of connection and people's lives in the area.
Request to finalize progress and operation in 2026
Faced with the delay situation, Vice Chairman of Phu Tho Provincial People's Committee Dinh Cong Su directly inspected and urged the project progress. The conclusion after inspection shows that the current implementation progress is very slow, not meeting the direction requirements of the province. The investor has not been decisive at locations where land has been cleared. The coordination to remove difficulties is still not proactive.
The contractor has not arranged enough manpower and construction equipment. In particular, site clearance is still slow, becoming the biggest bottleneck affecting project progress.
Faced with this situation, the leaders of Phu Tho province requested the Hoa Binh Regional Project Management Board to urgently build a detailed progress chart, ensuring 100% disbursement of capital in 2026 and putting the project into operation this year. The investor is assigned to direct contractors to increase manpower, equipment, and supplement construction teams. Bridge and culvert items must be prioritized for completion before the rainy season. In which, Ngoi Tom bridge is required to be completed before May 31, 2026.
In parallel with that, the weekly progress reporting regime must be strictly implemented to promptly remove arising problems.
The Provincial People's Committee also requested relevant localities including Hoa Binh ward, Ky Son ward and Thinh Minh commune to identify this as a key task. Propaganda and mobilization of people to hand over land needs to be promoted.
Specific time milestones are given: Complete resettlement arrangement, relocate households before April 2026; review policies for 24 households in the paper factory collective area and 8 households at the beginning of the route; complete all site clearance no later than July 2026.
Leaders of Phu Tho province emphasized the requirement to focus maximum resources and accelerate construction progress so that the project is completed on schedule. When completed, the project will not only contribute to reducing flooding in the downstream area of the Da River but also create motivation for socio-economic development and strengthen inter-regional connectivity.
