On December 14, the leader of the People's Committee of Quang Tri province confirmed that he had assigned the Department of Agriculture and Rural Development of the province to coordinate with the Department of Finance and other units to inspect and advise on the resolution of the proposal of the People's Committee of Vinh Linh district related to the incident of the damaged Ben Hai dike.
According to the People's Committee of Vinh Linh district, the Ben Hai left dike located in Cua Tung town, Hien Thanh, Vinh Giang and Vinh Son communes (Vinh Linh district, Quang Tri province) is more than 13km long.
The Ben Hai dike is a vulnerable estuary dike. Due to frequent exposure to annual rain and floods, the dike is often damaged and quickly degraded. Currently, more than 9km of dike has been upgraded and reinforced, while nearly 4km has not been upgraded, with the dike surface elevation not being able to withstand level 9 storms, 5% tides, small floods, and 10% early floods.

Due to the impact of storm and storm circulation No. 6, at the end of October 2024, Vinh Linh had heavy rain causing widespread flooding. The left dike of Ben Hai was directly affected by the flood, water overflowed the dike surface, eroding the dike surface and roof in some sections, 4 sluices under the dike were damaged, the opening and closing machines (7), the sluice gates (3); especially some sections at the beginning of the route were deeply eroded under the dike surface (6 serious roof collapse points).
To ensure the safety of people working and living on the dike, the People's Committee of Cua Tung town and Vinh Giang commune have placed warning signs at landslide locations and strictly prohibit cars from traveling on the dike.
Vinh Linh District People's Committee has made an urgent plan to handle the dike incident, but the resources to invest in major repairs are lacking, so it must propose to Quang Tri Provincial People's Committee to support implementation from the provincial budget.
