On March 14, Mr. Tran Ngoc Lan - Director of the Department of Science and Technology of Quang Tri province confirmed that the Department had submitted a document to the Provincial People's Committee and the Department of Home Affairs regarding the transfer of Ms. Nguyen Thi Le Hang - Director of the Center for Information and Communications Technology to work at the Office of the Department of Science and Technology to appoint the Deputy Chief of the Department's Office. From June 1, 2025, when the Chief of the Department's Office retires early according to Decree 178, the process of appointing Ms. Hang as Chief of the Department's Office will be carried out.
At the same time, the Department of Science and Technology proposed to appoint Mr. Tran Thanh Ha - Deputy Director of the Department in charge of the Center until the position of Director was completed.
Mr. Tran Ngoc Lan said that the reason the Department's leadership proposed above is that the digital transformation index of Quang Tri province is currently ranked 61st out of 63 provinces and cities. One of the solutions to improve the digital transformation index is that the leaders of that unit must have the capacity, experience, appropriate expertise and gather a team of civil servants and employees to make breakthroughs in development.
"We propose to appoint a Deputy Director of the Department with a professional qualification of master of computer science to be in charge of the center. As for the current director of the center, who is an economic expert, he proposed to move to the Department Office to arrange work appropriately" - Mr. Tran Ngoc Lan said.
Previously, the Department of Science and Technology of Quang Tri province issued a document requesting the provincial leaders to stop appointing Ms. Nguyen Thi Le Hang as Director of the Center for violating regulations on office hours. On the morning of March 6, the Department's leaders visited the Center to celebrate International Women's Day, but at 6:35 a.m., there was only one female employee on duty at the unit. After that, Ms. Nguyen Thi Le Hang gave an explanation stating that from 6:30 to 7:30 on March 6, 5 officials and employees came to the headquarters to work; from 7:30 to 7:38, 9 more officials came to work. At the end of the explanation, the leaders of the Center for Information Technology and Communications drew experience, rectifying discipline and administrative discipline, requiring all civil servants and employees to strictly comply with administrative working hours. After that, Ms. Hang apologized and was accepted by the leaders of the Department of Science and Technology.
On March 1, 2025, the People's Committee of Quang Tri province issued a decision to appoint Ms. Nguyen Thi Le Hang, Director of the Center for Information Technology and Communications under the Department of Information and Communications to the position of Director of the Center for Information Technology and Communications under the Department of Science and Technology (after the merger).
