In addition, the explanation stated that the Center did not receive specific instructions on the time the leaders of the Department of Science and Technology visited and presented flowers to congratulate March 8. The Department's leadership delegation arrived to present congratulatory flowers at 726 and left at 7:30 a.m. on March 6.
