To ensure consistency in the implementation of the Project on not organizing district-level administrative units and merging and consolidating a number of provincial and commune-level administrative units, the Standing Committee of the Quang Binh Provincial Party Committee requested to temporarily suspend the recruitment, planning, transfer, rotation, appointment and introduction of candidates to hold higher positions until new direction is issued.
For the provincial level, temporarily suspend the activities of mobilizing and appointing cadres at the head and deputy head levels at the Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and the State.
For district and commune levels, temporarily suspend the work of cadres for leadership and management positions, except in cases of arrangement due to the implementation of approved projects to merge agencies and units.
The Provincial Party Standing Committee also clearly stipulates the process of completing a number of leadership positions in special cases, the Secretary, Deputy Secretary, Chairman of the People's Council, Chairman, Vice Chairman of the District People's Committee must seek opinions from the Central Organizing Committee before implementing the appointment process.
For the Secretary, Chairman of the People's Council, Chairman of the People's Committee at the commune level, the Standing Committee of the district-level Party Committee must carefully consider and report to the Standing Committee of the Provincial Party Committee for consideration before deciding.
The leadership positions in the army, police, courts, and prosecutors are implemented according to the regulations of the Central Military Commission Standing Committee, the Central Public Security Party Committee, the Supreme People's Court Party Committee, and the Supreme People's Procuracy Party Committee.
The Provincial Party Standing Committee assigned the Provincial Party Committee's Organization Committee to closely monitor the implementation in agencies and localities; promptly report if any problems arise. When the Central Committee issues a specific arrangement plan for the organizational apparatus, the Provincial Party Committee's Organization Committee will advise the Provincial Party Committee's Standing Committee to continue directing personnel work according to regulations.
During the implementation process, if there are difficulties or problems, Party committees, Party organizations, agencies and units must report to the Provincial Party Standing Committee and the Provincial Party Standing Committee (through the Provincial Party Committee's Organization Committee).
