The billion-dollar road unfinished in Hanoi before restart date

Hanoi - After the problem is resolved, the contractor will implement the construction of the belt section worth more than 1,300 billion VND after many years of unfinished work.

The project to build the Ring Road 2.5, Dam Hong - National Highway 1A section (Hoang Mai district, Hanoi) is invested in the form of a BT (build - transfer) contract with a length of 2.06km, with a total investment of more than 1,300 billion VND.

The project started in 2014 and was expected to be completed in 2017 but was behind schedule.

In 2020, the project was temporarily suspended when it had only reached about 40% of the workload. The reason is that the contract implementation period has not been extended, and the adjusted feasibility study report has not been approved.

According to the investor's report, up to now, package No. 1 (section 1, Km0+00 to Km1+381.7) has been organized with a volume of about 1,270m/1,381.7m. Since 2020, this package has been suspended due to the extension of the BT contract.

For package No. 2 (construction of L3 bridge across Lu river, route Km1+394) has organized the construction of 20 bored piles, the entire bridge piers and cast the entire girders. The bridge abutment and remaining items of the bridge cannot be constructed due to lack of land and the BT contract has not been extended.

As for package No. 3 (section 3, Km1+405.85 - Km1+600), although the site has been handed over, construction cannot be carried out because the site is still encroached by some households, the adjusted construction drawing design has not been approved, the BT contract has not been extended.

According to a reporter from Lao Dong Newspaper on February 27, after more than 10 years since the groundbreaking date, the project is still unfinished. Many sections of the road have become garbage dumps, construction material storage areas; the dusty sun and mud make people extremely upset.

Voters in Hoang Mai district have repeatedly reported this situation to the National Assembly delegations, the City People's Council, and the Hoang Mai District People's Council.

At the end of 2024, Chairman of the Hanoi People's Committee Tran Sy Thanh chaired a meeting with relevant departments, branches and sectors, "hotly instructing" to urgently re-sign the BT contract appendix for the Ring Road 2.5 investment project (Dam Hong - National Highway 1A section) under the form of a BT contract.

On February 24, 2025, the Chairman of the Hanoi People's Committee issued Decision No. 902/QD-UBND on authorizing the signing of the appendix to the construction - transfer (BT) contract of the Ring Road 2.5 construction investment project (Dam Hong - National Highway 1A section) under the form of a BT contract.

Accordingly, the Chairman of the Hanoi People's Committee authorized (from the signing date to the end of the first quarter of 2026) the City Traffic Construction Investment Project Management Board to sign a BT contract for the Ring Road 2.5 investment project (Dam Hong - National Highway 1A section) under the form of a BT contract according to the content approved by the City People's Committee.

A representative of Hoang Ha Construction Company Limited (investor) affirmed that the company has prepared human resources, equipment and funding to carry out the remaining work of the project.

It is expected that in March 2025, immediately after signing the contract appendix with the Hanoi Traffic Construction Investment Project Management Board, the company will launch a construction campaign, ensuring the route is open in sync with the progress of the Kim Dong - Giai Phong underpass project.
