On September 16, Deputy Minister of Health Do Xuan Tuyen submitted document No. 1287/TTr-BYT to the Prime Minister on the proposal to revoke the Third Class Labor Medal for Dr. Nguyen Van Tuan, Head of the Department of Mental Health, Hanoi Medical University, and Director of the Institute of Mental Health, Bach Mai Hospital.
According to the submission, the Ministry of Health received a proposal from the Department of Organization and Personnel (In the submission form No. 1998/TCCB dated September 9, 2025). After studying and based on the Law on Emulation and Commendation dated June 15, 2022; Decree No. 152/2025/ND-CP dated June 14, 2025 of the Government regulating decentralization and delegation of authority in the field of emulation and commendation; Decree No. 42/2025/ND-CP dated February 27, 2025 of the Government regulating the functions, tasks, powers and organizational structure of the Ministry of Health and Decision No. 1326/QD-CTN dated November 28, 2024 of the President on awarding the Labor Medal;
The Ministry of Health respectfully submits to the Prime Minister for consideration and submission to the President:
Revoking the Third Class Labor Medal for Mr. Nguyen Van Tuan, Head of the Department of Mental Health, Hanoi Medical University, concurrently Director of the Institute of Mental Health, Bach Mai Hospital (Decision No. 1326/QD-CTN dated November 28, 2024 of the President on awarding the Labor Medal).
Reasons for proposing to revoke the title: According to the proposal of Hanoi Medical University and the application for revoking the Third Class Labor Medal title of Mr. Nguyen Van Tuan.
Hanoi Medical University received a complaint against Mr. Nguyen Van Tuan for covering up discipline and confessing his achievements in 2022 to legalize his application for the Third Class Labor Medal.
After that, Mr. Tuan submitted an apology and requested to revoke the Medal, explaining that the secretary had prepared the dossier and was busy with his work so he did not check, leading to incorrect declaration and assessment of the Party and lack of disciplinary notice to jointly reprimand the leaders of the Bach Mai Institute of Mental Health for the case of the prescription of functional foods.
