The Government Office issued Notice No. 118/TB-VPCP on the conclusion of Deputy Prime Minister Bui Thanh Son - Head of Inspection Team No. 5 on reviewing and removing difficulties and obstacles related to key transport projects planned to be completed in 2025 to achieve the target of 3,000 km of expressway.
For the Tuyen Quang - Ha Giang expressway project (phase 1), the section passing through Tuyen Quang province, the Deputy Prime Minister requested that the remaining site clearance volume of the project is not much, only 5.7km (8%).
The Deputy Prime Minister requested the People's Committee of Tuyen Quang province to commit to completing the project's site clearance and handing it over in March 2025 according to the direction of the Prime Minister.
Regarding material sources, there is currently a shortage of 0.35 million m3 of stone and 1.97 million m3 of soil. The project is included in the list of projects applying a special mechanism for mineral exploitation for common construction materials according to Resolution No. 106/2023/QH15 of the National Assembly. Therefore, this problem is under the authority of the locality.
The Deputy Prime Minister requested the People's Committee of Tuyen Quang province to urgently direct the Department of Agriculture and Environment to work immediately with investors and construction contractors to clarify the needs and remaining volumes, propose mines for granting, and resolve procedures for granting and opening mines within a maximum of 10 days (requiring a Minutes of Working between the parties, send to the Government Office, Ministry of Construction for synthesis and reporting in the next working session).
Regarding the capital source for increased revenue and expenditure savings from 2023 (capital of VND 2,000 billion), the Prime Minister has issued instructions; requiring localities to review and complete procedures and documents to approve the project in March 2025.
After this deadline, if the investment procedures have not been completed, they will be revoked and transferred to another unit. Therefore, it is recommended that the People's Committee of Tuyen Quang province urgently implement the direction of the Prime Minister, determined not to delay.
If necessary to complete the procedures and ensure the project's progress, the People's Committee of Tuyen Quang province will study the provisions of Decree No. 17/2025/ND-CP dated February 6, 2025 to consider and decide on the selection of contractors in special cases for the Project's consulting packages.
Regarding the content of the central proposal to support an additional VND 1,800 billion (out of the total VND 2,300 billion that the province has committed to), the Deputy Prime Minister requested the Ministry of Finance to urgently implement the direction of the Prime Minister in Notice No. 564/TB-VPCP dated December 19, 2024 and report to the Prime Minister in March 2025.
In addition to the self-balanced capital of VND500 billion, the Deputy Prime Minister requested the People's Committee of Tuyen Quang province to continue reviewing capital sources and the ability to balance capital from local budgets and other legal sources; proactively working with the Ministry of Finance to soon arrange capital to implement the Project to ensure progress as required.
Regarding construction work, the project's construction progress is currently 7% behind schedule, so the People's Committee of Tuyen Quang province is requested to clarify where the delay is? by whom? which stage? On that basis, clarify the responsibilities of each agency, unit, and individual.
Tuyen Quang Provincial People's Committee directs investors and contractors to build "golden roads" to ensure project completion progress in 2025 (details by month, by week of each package, each contractor as a basis for control); at the same time, there are solutions to compensate for the delayed volume; the implementation of construction must pay attention to ensuring quality, technical - aesthetic, environmental sanitation, and labor safety, in which it is necessary to pay attention to completing roadbed items in June 2025.
The investor and contractor must have a written commitment to complete the project in 2025.
