Many groups of subjects proposed for adjustment
The Ministry of Home Affairs is seeking opinions on the draft Decree adjusting pensions, social insurance benefits (BHXH) and monthly allowances, which proposes 2 options for increases from July 1, 2026, affecting many groups of subjects.
According to the draft, the scope of regulation includes people currently receiving pensions, social insurance allowances and monthly allowances nationwide. The group of subjects ranges from cadres, civil servants, public employees, workers; armed forces; commune-level cadres through periods to people receiving unemployment benefits, rubber workers.
In addition, subjects with specific policies such as soldiers, police participating in the resistance war, people working in cryptography, people receiving work accident and occupational disease allowances, people receiving monthly death benefits before 1995... are also subject to adjustment.
Notably, the draft continues to cover those who receive allowances under the 2024 Law on Social Insurance, showing a wide scope of regulation, directly related to millions of people.
Two pension increase options from July 1, 2026
The Ministry of Home Affairs proposes 2 options to adjust the benefit level.
Option 1, from July 1, 2026, the group of officials, civil servants, laborers, armed forces... will be increased by 4.5% and added 200,000 VND/month on the benefit level of June 2026. Meanwhile, the group receiving work accident benefits, occupational disease benefits, and death benefits... will be increased by 8%.
At the same time, people who retired before January 1, 1995 with low benefits will continue to receive additional support. Specifically, people with benefits below 3.5 million VND/month will receive an additional increase of 300,000 VND; people with benefits from 3.5 million VND to under 3.8 million VND will receive an increase to 3.8 million VND/month.
Option 2 applies a simultaneous increase of 8% for all target groups. The additional support policy for people with low benefit levels before 1995 is maintained as in option 1.
According to the draft, the pension level, social insurance allowance and monthly allowance after adjustment will be the basis for calculating for subsequent adjustments.
The choice of which option is being widely consulted by the Ministry of Home Affairs, in order to ensure harmony between budget capacity and the rights of beneficiaries.
