Proposal for 2 metro lines worth more than 124,000 billion VND connecting Ho Chi Minh City - Binh Duong

Ho Chi Minh City - Two metro lines connecting Ho Chi Minh City with Binh Duong have just been proposed for investment under the public-private partnership (PPP) method, with a total capital of more than 124,000 billion VND.

The Joint Venture of Becamex Investment and Industrial Development Group (Becamex IDC) and Truong Hai Group Joint Stock Company (Thaco) has sent a document to the Ho Chi Minh City People's Committee proposing to study investment in two urban railway lines including: Line No. 1 (Binh Duong New City - Suoi Tien) and line No. 2 (Thu Dau Mot - Ho Chi Minh City).

Line No. 1 (Binh Duong New City - Suoi Tien) is about 32.43km long, of which the main line is 29.01km long and the depot connection section is 3.42km.

The line starts from S1 station in the center of Binh Duong New City (Binh Duong ward) and ends at Suoi Tien Bus Station - the end point of Metro Line No. 1 (Ben Thanh - Suoi Tien).

The project is expected to arrange 19 elevated stations and 1 depot in the area (Binh Duong ward). Maximum design speed 120km/h, operating speed about 110km/h.

The total estimated investment is about 64,370 billion VND, of which site clearance costs are more than 8,000 billion VND.

Line No. 2 (Thu Dau Mot - Ho Chi Minh City) is about 24.2km long, connecting from station S5 of line No. 1 (Binh Duong ward) to Hiep Binh station of metro line No. 3 (Hiep Binh Phuoc - An Ha) belonging to Hiep Binh ward.

This line is expected to have 14 elevated stations, using the same depot as the first line in Binh Duong ward or connecting to metro line 3 depot in Hiep Binh ward.

The total investment is about 59. 968 billion VND, of which site clearance costs account for more than 15,600 billion VND.

The Becamex - Thaco consortium proposes to implement two projects according to the urban development model associated with public transport (TOD), combining PPP contract forms such as BOT, BT... to effectively exploit land funds along the route, creating financial resources for the project.

The enterprise also proposed that the Ho Chi Minh City People's Committee approve the policy of assigning a joint venture to conduct project research using enterprise capital for a maximum of 3 months, thereby completing the investment plan.

According to the proposed roadmap, legal procedures will be completed in 2026, meeting the conditions for commencement in the first quarter of 2027 and put into operation in 2030.

Previously, the Steering Committee for the development of the railway network system in Ho Chi Minh City had agreed on a list of priority projects to focus on investment and completion before 2030, including 6 lines and sections with a total length of about 187 km, with a preliminary total investment of about 17 billion USD, including:

Metro line No. 2, Ben Thanh - Tham Luong section.

Metro line No. 2, Ben Thanh - Thu Thiem section.

Thu Thiem - Long Thanh railway line.

Binh Duong New City - Suoi Tien Metro Line.

Metro line No. 6 (section from Tan Son Nhat International Airport - Phu Huu).

Ben Thanh - Can Gio Metro line.

Regarding the implementation progress, Metro Line No. 2, Ben Thanh - Tham Luong section, was started on January 15, 2026. The Ben Thanh - Can Gio Metro line also held a groundbreaking ceremony from December 9, 2025.

Metro line No. 2, Ben Thanh - Thu Thiem section, is expected to start construction in April 2026, while the Thu Thiem - Long Thanh line is expected to start construction in June 2026.

Many businesses also expressed interest in participating in railway development in Ho Chi Minh City in the form of public-private partnerships (PPP) or direct investment.

Becamex Corporation is researching the Chon Thanh - Bau Bang - Cai Mep railway line, belonging to the Ho Chi Minh City - Loc Ninh and Bien Hoa - Vung Tau railway lines.

Sovico Group was allowed by Ho Chi Minh City to survey Metro Line No. 4 (Dong Thanh - Hiep Phuoc section) with equity for 12 months.

Masterise Group was also approved to survey and prepare a feasibility study report for Metro Line No. 3 (An Ha - Hiep Binh Phuoc section) using its own capital for 12 months.
