The draft Resolution proposes to stipulate specific mechanisms and policies to remove obstacles for a number of investment projects in the construction of transport infrastructure under the form of BOT contracts signed before the effective date of Law No. 64/2020/QH24.
The draft clearly states that it is allowed to allocate about 14,223 billion VND from increased revenue and expenditure savings of the central budget in 2024 to remove obstacles for 9/11 projects. The locality is responsible for allocating about 576 billion VND from the local budget to remove obstacles for 2/11 projects under its authority.

The investment project to build the Viet Tri - Ba Vi bridge project connecting National Highway 32 with National Highway 32C under the BOT form.
The investment project to build the Thai Ha bridge over the Red River on the road connecting the two provinces of Thai Binh and Ha Nam with the Cau Gie - Ninh Binh expressway, phase I under the form of a BOT contract.
The project to invest in the construction of a road tunnel through Deo Ca (including Deo Ca tunnel, Co Ma tunnel, Cu Mong tunnel, Hai Van tunnel) under the form of a BOT contract.
The investment project to build the Bac Giang - Lang Son city expressway section Km45+100-Km108+500, combined with the enhancement of the surface of National Highway 1 section Km1+800 - Km106+500, Bac Giang province and Lang Son province under the form of a BOT Contract.
The investment project to build National Highway 1 to avoid Thanh Hoa city under the form of a BOT contract.
The project to invest in the construction of the Thai Nguyen - Cho Moi (Bac Kan) route and upgrade and expand National Highway 3 section Km75 - Km100 under the form of a BOT contract.
The project to upgrade and expand Ho Chi Minh Road (QL14) section Km1738+148 - Km1763+610, Dak Lak province under the form of a BOT contract.
The project to invest in the construction of the project to renovate and upgrade National Highway 91 from Km14+000 to Km50+889 under the form of a BOT Contract.
The project to invest in the construction of a project to renovate and upgrade the Saigon River channel from the Binh Loi railway bridge to Ben Suc port under the form of a BOT contract.
The project to renovate and upgrade road 39B, the section avoiding Thanh Ne town, Kien Xuong district and the section from the road to Thai Binh Power Center to Diem Dien bridge, Thai Thuy district, Thai Binh province under the form of a BOT contract.
The An Hai bridge project is invested in the form of a BOT contract (belonging to the project to invest in tourism infrastructure on the coastal route Doc Lap - Long Thuy - Ganh Da Dia).
