Teachers rush to register for extra teaching business
Article 6, Circular 29/2024/TT-BGDDT regulating extra teaching and learning of the Ministry of Education and Training stipulates that organizations or individuals organizing extra teaching and learning activities outside of school that collect money from students (collectively referred to as extra teaching institutions) must comply with the requirements for business registration according to the provisions of law.
This is the reason why in recent days, many teachers have lined up at one-stop departments under the People's Committees of districts in Hanoi as well as many provinces and cities to register for business.
Although he has prepared carefully, for many days now, Mr. Nguyen Huu Bang (a Math teacher in Thanh Xuan district, Hanoi) has not been able to complete his application.
Similarly, Mr. Pham Van Thang (Thanh Xuan District, Hanoi) (character's name has been changed upon request) also had to go to the District People's Committee many times to supplement documents and records without completing the procedures to register a business household to teach extra classes.
Mr. Thang is currently a Math teacher in Thanh Xuan district. From his own experience, Mr. Thang commented that the business registration declaration has 2-3 pages but too much information that must be filled in such as business capital, tax registration information... In addition to procedures and documents, he also needs to complete related regulations such as premises, classrooms, taxes, fire prevention and fighting...
"Currently, I am waiting for my turn to submit the application as requested by the one-stop department from the previous day. If it is not possible, I will contact other teachers I know to ask about hiring lawyers to support the paperwork" - Mr. Thang said.
Ms. Nguyen Thuy Linh, 41 years old, a junior high school English teacher in Hai An district, Hai Phong, also complained and said that the regulations on business registration for teaching are "troubled and confusing".
Previously, Ms. Linh opened 2 extra classes at home, with a scale of about 20 students/class. After Circular 29 was issued, Ms. Linh temporarily stopped teaching extra classes to learn about regulations and procedures for business registration. This teacher said that the great difficulty for her and many colleagues when opening a business to teach extra classes is related to the regulations on people with the right to establish, operate and manage businesses.
Following forums discussing education, I learned that teachers in public schools cannot be the names of business households or center operators. Thus, in reality, teachers like me cannot register by themselves but are forced to cooperate with other individuals and organizations to open up and will only be taught under the name of a contract" - Ms. Thuy Linh worried.
Because of so many complicated procedures and hard of reaching, Ms. Linh finally decided to sign a contract with a center that had been operating in the area before. However, this means she has to deduct 30% of her tuition fee from the center.
Regulations to better manage extra teaching and learning activities
On the side of the Ministry of Education and Training, Deputy Minister of Education and Training Pham Ngoc Thuong repeatedly emphasized the view that the Ministry issued Circular 29/2024/TT-BGDDT to better manage these extra-curricular and extra-curricular activities, not to ban or tighten them.
Regarding the responsibility for implementing Circular 29, the Ministry of Education and Training said that it will continue to grasp the situation from localities to have further documents urging and directing, thereby helping the Departments of Education and Training have a basis for consulting and directing implementation in localities.
According to the Ministry of Education and Training, the responsibility of schools and teachers is to teach so that students can develop qualities and abilities that meet output standards. For students whose results have not been achieved and are preparing for the transfer exams and high school graduation exams, schools and teachers need to be responsible for supporting them.
In addition, parents and society need to accompany schools in carrying out education, ensuring a harmonious combination of all three factors in education (school, family and society); participate in supervising the implementation of Circular 29.
On February 19, a representative of the Finance - Planning Department of Vinh City People's Committee said: "After the Ministry of Education and Training issued Circular 29.2024 regulating extra teaching outside of school must register for business, the number of people coming to submit documents to establish business households increased dramatically, up to now there have been about 300 documents".
The Department of Education and Training of Nghe An province requires schools to review teaching hours and arrange teachers to review for free graduation exams according to parents' wishes. Teachers who teach overtime will be supported with funding according to regulations. Exam preparation work is focused on to help students achieve the best results in the graduation exam and grade 10 admission.
