The Department of Roads is responsible for guiding and urging the Departments of Transport to direct transport businesses and bus stations to publicly, transparently and in accordance with regulations on transport fares, prices and service fees at bus stations.
Passenger transport business units have appropriate transport organization plans, carrying the correct permitted load and number of people according to regulations.
Transport operators must ensure capacity and quality of transport services; strictly check the safety conditions of vehicles and drivers before departure, and remind passengers to wear seat belts when being transported on the vehicle.
During Tet, bus companies must post information according to regulations, especially inside the passenger compartment of passenger vehicles, they must post the vehicle's license plate and the phone number of the authorities so that passengers can know and report via the hotline.
Transport businesses should increase propaganda on traffic safety laws, wear seat belts when being transported on vehicles, do not drive after drinking alcohol, and provide instructions on rules and skills for safe traffic participation on highways and steep mountain passes on mass media.
The Department of Roads regularly coordinates with the Departments of Transport to manage vehicle operations (speed, operating routes, continuous driving time and daily working hours of drivers through data extraction from vehicle tracking devices) to promptly detect and handle violations according to regulations.
Direct the inspection force to coordinate with the Department of Transport: Hanoi, Ho Chi Minh City and some localities where there are many illegal buses, illegal stations, and overloaded vehicles operating to strengthen inspection and handle violations according to regulations.
Direct the Road Management Areas to inspect, review and supplement the traffic sign system, especially at intersections, road sections with steep slopes, narrow curves, and limited visibility.
Units increase forces to organize and ensure traffic, and streamline traffic, especially on main routes in and out of Hanoi and Ho Chi Minh City, national highways, and key traffic hubs.
