Proposal to ban electric cyclos from circulating in Nha Trang ward due to traffic unsafety

Khanh Hoa - Nha Trang Ward has proposed to competent authorities to consider banning the circulation of cyclos due to many potential risks of traffic unsafety.

On April 12, Nha Trang Ward People's Committee said that it had sent a document to Khanh Hoa Provincial People's Committee reporting on the operation of cyclo vehicles in the area.

At the same time, it proposed considering banning the circulation of this type of vehicle due to many potential risks of traffic unsafety.

According to local assessments, the situation of electric cyclos violating traffic safety and order is becoming increasingly common.

On main roads such as Nguyen Thi Minh Khai, Hung Vuong, Tran Phu, Le Thanh Ton, Hong Bang... electric cyclos operate a lot in the evening, often moving in long convoys, even lined up horizontally causing congestion.

Many cases of carrying more people than prescribed, speeding, going in the wrong lane, encroaching on the road, posing a potential risk of traffic accidents.

Notably, on Tran Phu street (section from Nguyen Binh Khiem to Tran Quang Khai), there is a regulation prohibiting cyclo traffic, but many drivers still violate to pick up and drop off passengers.

In addition to traffic violations, some cyclo drivers also use inconsistent uniforms, turn on loud loud speakers at night, causing insecurity and disorder.

Besides, there is also a situation of "overcharging", arbitrarily picking up and dropping off passengers in the wrong places; colluding with business establishments to solicit and lure tourists to enjoy commissions, negatively affecting the image of Nha Trang - Khanh Hoa tourism.

Nha Trang Ward People's Committee assessed that most of the cyclos currently operating are self-made vehicles, equipped with electric motors (battery), not technically inspected, posing many safety risks.

The majority of vehicles are not registered or inspected, so there is a lack of legal basis for handling violations. Unclear classification also causes difficulties for functional forces in applying sanctions.

According to Nha Trang Ward People's Committee, self-made 3- and 4-wheeled vehicles have been suspended from circulation since January 1, 2008 according to Resolution No. 32/2007/NQ-CP of the Government.

The Law on Road Traffic Order and Safety stipulates that the Provincial People's Committee has the authority to regulate the scope of operation of similar types of vehicles in the locality.

Based on the above grounds, the locality proposed that the Khanh Hoa Provincial People's Committee consider and direct the ban on cyclo traffic in Nha Trang ward to ensure traffic order and safety, and protect the lives and property of people and tourists.
