Focus on completing documents to submit to the Congress
At the conference, Vice Chairman of the Central Committee of the Vietnam Fatherland Front Hoang Cong Thuy presented a submission requesting opinions on the draft documents to be submitted to the Congress.
Based on closely following the Party's policy in the Document of the 14th National Party Congress, Resolutions of the Central Executive Committee, Politburo, continuing to inherit and promote the basic and outstanding points of the Political Report at the 2024-2029 Congress, assessing the situation of the great national unity bloc and the results of the implementation of the Action Program of the Vietnam Fatherland Front in the 2024-2026 period, the Standing Committee has developed a draft Political Report.
The draft Political Report has new points such as: The Action Program for the term 2026 - 2031 includes 7 programs. In which, continuing to inherit and promote 6 action programs for the term 2024-2029, supplementing the new Program: "Participating in science and technology development, innovation, building a digital society; promoting digital transformation in the Vietnam Fatherland Front system". The development of the new Program aims to implement the requirement of promoting science and technology development and digital transformation according to Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology development, innovation and national digital transformation; meeting the requirements of innovating the content and methods of operation of the Vietnam Fatherland Front in the new period.
Along with that, building directions and goals for the 2024-2029 term in a specific, detailed, and feasible direction; and at the same time supplementing a number of term targets in a clear quantitative direction.
The title of the Political Report: "Enhancing the core political role of the Vietnam Fatherland Front in promoting democracy, patriotic traditions, the strength of great national unity, building a rich, prosperous, and happy country".
The motto of the Congress: "Solidarity - Democracy - Innovation - Creativity - Development".
Regarding the Draft Report on reviewing the activities of the Central Committee, the Presidium and the Standing Committee of the Central Committee of the Vietnam Fatherland Front, term X, Vice Chairman Hoang Cong Thuy said that based on the tasks and powers of the Central Committee, the Presidium and the Standing Committee of the Central Committee of the Vietnam Fatherland Front are stipulated in: Law on the Vietnam Fatherland Front; Charter of the Vietnam Fatherland Front, term X; Full-term working program of the Central Committee and the Presidium of the Central Committee of the Vietnam Fatherland Front, term X; Regulations on the activities of the Central Committee, the Presidium and the Standing Committee of the Central Committee of the Vietnam Fatherland Front, term X; at the same time, the drafting also originates from the practical results of the activities of the Central Committee, the Presidium and the Standing Committee of the Central Committee of the Vietnam Fatherland Front in the period 2024 - 2026.
Regarding the operating results of the Central Committee, Presidium and Standing Committee of the 10th Central Committee of the Vietnam Fatherland Front, term 2024-2029 (period 2024-2026), the draft report outlines the main and outstanding activities in the 2024-2026 period of the term. In which, some typical results in the fields of Front work are highlighted, and at the same time, it shows the effectiveness of coordination and unified action between the Vietnam Fatherland Front and socio-political organizations, member organizations with agencies, units, departments, and organizations in the operation, direction, coordination, and guidance of the implementation of tasks of the Central Committee, Presidium and Standing Committee of the Central Committee of the Vietnam Fatherland Front.
The draft report also stated general assessments and evaluations of the achievements and shortcomings and limitations in the term of the Committee, Presidium and Standing Committee. At the same time, it pointed out the causes, thereby drawing 6 lessons learned for reference for the activities of the Committee, Presidium, and Standing Committee in the next term.
Regarding the Draft Congress Program, Vice Chairman Hoang Cong Thuy said that the Congress is expected to take place from May 11 to May 13, 2026, at the My Dinh National Convention Center, Hanoi city.
Delegates attending the Congress will participate in discussions; negotiate to elect the Presidium and the Secretariat of the Congress; approve the Program and Working Regulations of the Congress; Report on the situation of delegates attending the Congress; Report on reviewing the activities of the Central Committee, the Presidium and the Standing Committee of the Central Committee of the Vietnam Fatherland Front for the period 2024-2026; Submission of amendments and supplements to the Charter of the Vietnam Fatherland Front; Delegates discuss.
Delegates will approve the Personnel Project of the 11th Central Committee of the Vietnam Fatherland Front, term 2026-2031; negotiate and elect the 11th Central Committee of the Vietnam Fatherland Front, term 2026-2031.
The Congress will listen to the directing speeches of Party and State leaders.
Amending the Charter to meet new requirements
Presenting the Submission requesting opinions on the Draft revised and supplemented Charter of the Vietnam Fatherland Front, Member of the Party Central Committee, Vice Chairman - Secretary General of the Central Committee of the Vietnam Fatherland Front Ha Thi Nga said that the Charter of the Vietnam Fatherland Front was approved by the 10th National Congress of the Vietnam Fatherland Front in October 2024. After more than 1 year of implementing the Charter, implementing the policy of the Politburo and the Secretariat on arranging and streamlining the organizational structure of the political system, arranging socio-political organizations and mass associations assigned by the Party and State to be directly under the Vietnam Fatherland Front, the organizational structure, content, and methods of operation of the Vietnam Fatherland Front have changed.
In addition, supplementing and concretizing the new points of the 2013 Constitution amended in 2025, the Resolution of the 14th Party Congress, the revised and supplemented Law on the Vietnam Fatherland Front in 2025, and new guidelines and regulations of the Politburo and the Party Central Committee on arranging and streamlining the apparatus of the political system into the Charter of the Vietnam Fatherland Front is necessary.
Before the requirement to continue innovating, the Charter of the VFF needs to be amended and supplemented with a number of regulations suitable to the new situation, improving the quality of Front work in order to promote the strength of great national unity, contributing to comprehensively promoting the country's renovation in the new era, in the spirit of the Resolution of the 14th Party Congress.
Also according to Vice Chairman - Secretary General Ha Thi Nga, the study of amending and supplementing the Charter has been implemented methodically and seriously, ensuring theoretical and practical requirements. The draft revised and supplemented Charter has been discussed and consulted with opinions from the Congresses of the Fatherland Front at commune and provincial levels; consulted with experts and advisory councils; consulted with the Committee and Presidium of the Central Committee of the Vietnam Fatherland Front; submitted to the Politburo and the Secretariat of the Party Central Committee for opinions on the contents of amending and supplementing the Charter. The draft Charter has been summarized and completed for the 4th time.
Accordingly, the amendment will supplement and concretize the new points of the 2013 Constitution amended in 2025, the Resolution of the 14th Party Congress, the Law on the Vietnam Fatherland Front (amended and supplemented in 2025), the new guidelines and regulations of the Politburo and the Party Central Committee on arranging and streamlining the apparatus of the political system into the Charter of the Vietnam Fatherland Front.
The amendment and supplementation of the Charter of the Vietnam Fatherland Front must be consistent with the requirements of Front work in the new situation, inheriting the contents that are stable and promoting efficiency. Only consider the issues that are still problematic and inadequate that need to be supplemented and amended to be appropriate and meet practical requirements.
Also according to Vice Chairman - General Secretary Ha Thi Nga, the amendment also closely follows new issues, specific issues that are still problematic in organization and implementation, and there is no summary on theory and practice, will be included in the Implementation Guidelines to ensure the stability of the Charter of the Vietnam Fatherland Front; Edit, revise, and rearrange the content of sentences in some Articles and Clauses for easy understanding and implementation.
Expected personnel of 405 members of the 11th Central Committee
Regarding the Personnel Project of the 11th Central Committee of the Vietnam Fatherland Front, Vice Chairman - Secretary General Ha Thi Nga said that the expected personnel to participate in the 11th Central Committee of the Vietnam Fatherland Front, term 2026-2031 is 405 positions to ensure the structure and composition according to the project.
