As Lao Dong Newspaper has reported, owners of accommodation ships, day tour ships, and restaurant ships are "accusing" each other about these types of ships "encroaching" on each other, while in the past, each type of ship only served that type of customer.
In particular, the ships that "encroach" on each other only flock to route 2 - which has long been overloaded, while other routes on Ha Long Bay have few passengers and are encouraged by authorities to bring passengers but are ignored.
Ship owners sent many complaints, many meetings of departments and branches were organized. Previously, Ha Long City proposed that ships wishing to operate outside their traditional services should not enter route number 2.
According to the latest proposal to resolve this situation, Ha Long City People's Committee proposed Quang Ninh Provincial People's Committee to approve the traffic regulation plan for tourist boats as follows.
For accommodation ships and sightseeing ships, there are performances and meals to welcome guests at night on the shore, operating from 18:00 - 23:00 daily. Operating area: add route number 8, Ha Long Bay (From Tuan Chau International Passenger Port - Ha Long International Passenger Port to Nam Cau Trang Port).
For restaurant ships, operating areas: In addition to the coastal areas permitted to operate as prescribed, they are allowed to operate on cruise route number 3 and cruise route number 4 of Ha Long Bay.
For accommodation ships, only operate to transport tourists during the day (no overnight stay); operating areas follow routes 3 and 4 of Ha Long Bay.
In case of forced change of itinerary from staying in the bay to a day tour (due to weather conditions, at the request of the Inland Waterways Port Authority, etc.), it is allowed to operate day tour transportation on registered routes.
Ha Long City People's Committee also proposed to allow the cruise ship to continue to receive tourists during the day on routes 1 and 2 for 60 days from the date the Provincial People's Committee approved the regulation plan so that the vehicle owner can arrange for tourists who have registered for the tour in 2025.
Previously, cruise ship owners also recommended that all types of cruise ships should return to their original locations, or if they want to expand their services, they should switch to other less crowded routes.
