The Ministry of Construction continues to compile comments on the draft Decree detailing a number of articles and measures to organize and guide the implementation of the Railway Law. The draft will be consulted until November 24, 2025.
One of the notable points is that Article 5 of the draft stipulates the naming and renaming of railway lines and stations as follows:
Principles of railway line naming and station naming:
The railway line name is named after the starting and ending points of the line or named after consecutive numbers or characters. The starting and ending points are the names of the locations where the first and last stations of the route are located.
The branch railway line is connected to the main railway line, so the starting point of this branch railway line is calculated at the connection point with the main railway line.
The station name is named after the place name, the names of historical figures, national heroes, the names of historical - cultural relics at the station location, in order or in characters.
The name of the route does not match the names of other routes in the Vietnam railway system. The names of stations on a route are not the same. The route name and station name must be consistent with the national cultural identity, strict customs and practices of the locality where the route is located, the station and the country.
Regarding the authority to name and rename the route and railway station, the following provisions are made:
The Ministry of Construction decided to name and rename the route and the national railway station.
The Provincial People's Council decides to name and rename the route and station under its management.
Investors decide to name and rename the route and the name of the specialized railway station invested by themselves, must comply with the national cultural identity and Vietnamese law.
Commenting on the proposal to regulate railway naming, the Ministry of Culture, Sports and Tourism proposed that the drafting agency add the principle: When using the name of historical - cultural relic, scenic spot to name the station, it must comply with the regulations on activities to promote the value of relics of the law on cultural heritage.
The Vietnam National Coal and Mineral Industries Group also proposed to study the amendment as follows:
Investors decide to name and rename the route and the name of the specialized railway station invested by them in accordance with regulations.
The explanation of the Ministry of Construction's comments clarifies as follows: The law on cultural heritage does not have regulations on naming historical - cultural relics and scenic spots.
At the same time, the draft stipulates that "The route name and station name must be consistent with the national cultural identity, customs and country of the locality where the route is located" which is complete and in accordance with current regulations.
The Ministry of Construction receives and edits the draft as follows: "The investor decides to name and rename the route and the name of the specialized railway station invested by itself".
