According to the Government Electronic Information Portal, on October 21, at the Government Headquarters, Deputy Prime Minister Tran Hong Ha chaired a meeting to listen to a report on the promulgation of regulations, standards and contents related to the high-speed railway project on the North-South axis.
Deputy Minister of Construction Bui Xuan Dung said that from April 2025 to present, professional units and experts have collected and compiled 457 railway specialization standards to consider applying to the North-South high-speed railway project (including 202 Vietnam - TCVN standards, 137 European standards, 118 Chinese standards).
TCVN technical standards on surveying, testing, construction materials... are currently applied to the road sector and also apply to high-speed railway projects.
On that basis, the Ministry of Construction has coordinated with the Ministry of Science and Technology to develop and complete the draft of 37 sets of TCVN on the basis of equivalent to international standards (ISO). These are general standards that are not directly related to core technologies of high-speed railways.
It is expected that before October 30, the Ministry of Construction will issue 37 sets of TCVN equivalent to ISO.
After the Government decided to choose technology for high-speed railways, in addition to 37 TCVN sets issued on the basis of ISO equivalent, the project was directly applied the standards of the technology transfer country for the main items, ensuring synchronization with the selected technology and meeting the safety and quality requirements of the project. In particular, it is necessary to prioritize the maximum application of international standards.
Deputy Prime Minister Tran Hong Ha emphasized that the ISO-equivalent TCVN ministries are the basis for managing the entire project from survey, design, construction... to signal information equipment, locomotives, and carriages.
The Ministry of Construction and the Ministry of Science and Technology urgently complete and issue TCVN sets equivalent to ISO, in accordance with the direction of the Prime Minister, as a basis for implementing the next steps of the North-South high-speed railway project.
At the meeting, the Deputy Prime Minister listened to reports on the development of legal documents and projects related to the North-South high-speed railway project; feasibility study report preparation; site clearance and relocation of technical infrastructure; selection of investment forms and investors; specific mechanisms and policies applicable to the project.
