On July 30, Quang Tri province held a regular press conference for July 2025, chaired by Mr. Hoang Xuan Tan - Vice Chairman of the Provincial People's Committee.
At the meeting, Deputy Director of the Department of Home Affairs of Quang Tri province Le Quang Vinh said that after 1 month of the two-level local government coming into operation, the agencies and units have basically operated stably. However, some difficulties and problems have been initially frankly stated by the Department of Home Affairs.
The central regulations and guidelines are still lackluster and inconsistent; many old regulations are not suitable for the new model but are still effective, causing overlap and implementation difficulties.
Lack of professional documents or documents that have not been updated to be compatible with the 2-level government model, such as lack of guidance on the functions, tasks, and powers of some agencies and units; lack of guidance on job positions and some contents related to the organization and operation of the commune-level government are not specific and clear (such as regulations on salary retention, allowances after arrangement; on powers, assignment, decentralization to commune-level authorities...) leading to difficulties in the process of performing tasks.
The capacity of cadres and civil servants at commune-level administrative units generally does not meet the requirements of new tasks according to the 2-level government model. Each civil servant currently has to undertake a large workload in many fields, but their professional qualifications are only concentrated in a certain field, lacking experience and in-depth knowledge in other assigned fields (lack of IT, land management, construction...) affecting the effectiveness of consulting work.
The number of cadres and civil servants in commune-level administrative units is not evenly distributed between the plains, favorable areas with remote areas, the cadres are both lacking and weak. The regulation of 6 positions for specialized departments is too low compared to the volume and scope of work.
Faced with difficulties, the Department of Home Affairs of Quang Tri province said it will coordinate to review and propose the Provincial People's Committee to reallocate human resources at the commune level, and increase staff from the province to support in the first phase. At the same time, the Department of Home Affairs will develop a training and professional development plan for grassroots civil servants.
Regarding management tasks, the Department is recommending that the Central Government soon have clear instructions on decentralization to the commune level, and at the same time advise the Provincial People's Committee to issue temporary regulations to remove obstacles in mobilizing, arranging salaries, and decentralizing management of cadres. Overlapping documents are also being compiled to propose amendments.
