On July 28, Politburo member and Prime Minister Pham Minh Chinh chaired a conference to evaluate the results of the reorganization of the internal apparatus of ministries and branches and summarize 1 month of operation of local governments at 2 levels.
Concluding the conference, Prime Minister Pham Minh Chinh said that recently, the Politburo and the Secretariat have held weekly meetings, leading and directing the drastic arrangement of the apparatus, administrative units and operation of the 2-level local government organization model.
The Prime Minister stated that in the coming time, the Government will meet weekly on this content, promptly report to competent authorities until the new apparatus is organized to operate smoothly, smoothly and comprehensively.
To date, 32/34 localities have established provincial-level Public Administration Service Centers, 32/34 localities have established 3,127 commune-level Public Administration Service Centers; Hanoi and Quang Ninh operate according to the model of a one-level Public Administration Service Center and organize branches or public administrative service points.
In the coming time, the Prime Minister requested ministries, localities, and agencies, especially leaders, to actively and proactively carry out work, strengthen inspection, urging, grasping the situation, removing difficulties and obstacles, handling newly emerged issues, and assessing people's satisfaction...
Prime Minister Pham Minh Chinh pointed out the general tasks of ministries, branches and localities in continuing to review and perfect the legal system related to the organization and operation of local governments at both levels.
Continue to improve the organizational structure of administrative units after the reorganization; quickly arrange and rearrange the team of cadres and civil servants accordingly, especially improve commune-level leaders.
Promote decentralization and delegation of authority reasonably and effectively along with resource allocation, improve implementation capacity and strengthen inspection and supervision.
In particular, in the first phase of operating the new model, the Ministries need to focus on guiding administrative procedures, budget management, organizational structure and human resource management for the provincial and commune levels... in accordance with the authority of each level.
In parallel with empowerment, it is necessary to strengthen supervision and inspection work, avoiding the situation where localities do not understand correctly or do not strictly implement.
Regarding the financial and budget mechanisms, the Prime Minister directed the development of a financial mechanism in line with the 2-level local government model, ensuring resources for localities to operate effectively.
For newly formed provinces and cities on the basis of merging many old administrative units, it is necessary to calculate support mechanisms and regulate resources appropriately.
At the same time, central and local agencies must strengthen management and closely monitor the use of budgets and public assets after the merger, effectively use headquarters, avoid loss and waste; ensure that resources are used for the right purposes and effectively. Along with that, ensure synchronous implementation of planning and conditions.
The Prime Minister requested to quickly fix errors on information systems managed by ministries and branches; to be completed in August 2025.
The Prime Minister emphasized the spirit that everyone must get involved, especially the leader in leading and directing agencies under his authority. The new apparatus requires new behavior, innovative thinking, and drastic action; close and synchronous coordination, especially in digital transformation, building and connecting databases of industries.
